Ab dem 01. Juni 2020 können wir viele Dienstleistungen der Rechts- und Konsularabteilung in einem begrenzten Umfang wieder anbieten.

1.) Für die nachstehenden Angelegenheiten benötigen Sie einen bestätigten Termin – bitte vereinbaren Sie diesen über unser online Terminvereinbarungssystem

++Schließung der Botschaft für den Publikumsverkehr bis auf Weiteres++

Aufgrund der gegenwärtigen COVID-Krise muss die Botschaft Manila bis auf Weiteres für den Publikumsverkehr geschlossen bleiben. Die philippinische Post kann derzeit keine Postsendungen an die Botschaft ausliefern. Sie können die Botschaft telefonisch montags bis freitags von 08.00 Uhr bis 14.00 Uhr über unser Krisentelefon unter +63 2 8702 3030 kontaktieren (zur E-Mail-Erreichbarkeit siehe die unten stehenden Informationen).


In dringenden Notfällen ist die Botschaft außerhalb der vorgenannten Zeiten täglich ab 14.00 Uhr (am Wochenende ab 08.00 Uhr) bis 24.00 Uhr unter +63-917 867 3000 zu erreichen.

++Unterstützung für festsitzende Deutsche++

1.) Um die noch im Land festsitzenden ausreisewilligen Deutschen gezielt beraten und unterstützen zu können, hat die Botschaft folgende E-Mail-Adressen eingerichtet:

Bitte wenden Sie sich an die für Ihren Aufenthaltsort zutreffende Email-Adresse. Die Botschaft hat am 16.04. letztmalig die Einträge des bis dahin genutzten Portals des Rückholprogramms genutzt und alle mit Stand 15.04. eingetragenen Personen von der betreffenden neuen regionalen E-Mail-Adresse aus anschreiben.

2.) Das Portal des Rückholprogrammes der Bundesregierung unter www.rueckholprogramm.de wird betreffend die Philippinen nicht mehr bedient. Daher brauchen Sie dort keine Einträge mehr vorzunehmen beziehungsweise zu aktualisieren..

3.) Die Empfehlung für alle Deutschen im Land, sich in die Krisenvorsorgeliste “ELEFAND” einzutragen, gilt weiterhin. Dies gilt auch für noch festsitzende Urlauber, die sich bisher lediglich im Portal des Rückholprogrammes eingetragen hatten.

++aktuelle Reisemöglichkeiten von philippinischen Inseln nach Manila++

Die deutsche Botschaft steht mit Botschaften anderer Staaten und der philippinischen Regierung in Kontakt, um noch auf philippinischen Inseln festsitzenden Urlaubern eine Reise nach Manila zu ermöglichen. Die deutsche Botschaft wird betroffene Deutsche, für die in Zusammenarbeit mit Botschaften anderer Staaten eine Reisemöglichkeit eröffnet werden kann, gegebenenfalls umgehend kontaktieren.


Die spanische Botschaft wird am Donnerstag, 23.04. für ihre Landsleute Flüge von Puerto Princesa, Siargao und Cebu nach Manila und von dort einen internationalen Anschlussflug nach Madrid durchführen wird. Einige Restplätze konnten für betroffene Deutsche gesichert werden. Deutsche, die in die Passagierlisten der spanischen Flüge von der spanischen Botschaft aufgenommen werden konnten, haben von den Botschaften Deutschlands und Spaniens genaue Informationen zum Verfahren erhalten.

++Reisemöglichkeiten nach Deutschland++

Der Einsatz von Sonderflügen der Bundesregierung aus den Philippinen nach Deutschland im Rahmen des Rückhol-Programms für hier gestrandete deutsche Urlauber ist beendet.


Ungeachtet des aktuell stark eingeschränkten Angebots finden weiterhin einige Flüge internationaler Fluggesellschaften statt, mit denen eine Reise nach Deutschland möglich ist. Von weiteren Gesellschaften sind Überlegungen bekannt, in der nahen Zukunft weitere Reisemöglichkeiten nach Europa anzubieten.

Qatar Airways bietet Flüge von Manila via Doha nach Frankfurt und München an.; Gulf Air vorerst bis Ende April jeweils sonntags einen Flug von Manila via Bahrain nach Frankfurt . Sie können über die täglich aktualisierte Facebook-Präsenz des “Ninoi Aquino International Airport” ersehen, welche Flüge derzeit aus Manila stattfinden.


In Manila nehmen Hotels ausreisewillige Touristen, die aus anderen Landesteilen in die Hauptstadt kommen, um das Land mit einem internationalen Flug zu verlassen, für die Zeit des Zwischenaufenthaltes auf.

Bitte beachten Sie, dass derzeit sämtliche Reisende (also auch Deutsche), die nach Deutschland einreisen dürfen, einer 14tägigen Quarantäne-Pflicht nach Ankunft dort unterliegen.

Unverbindlicher Hinweis: Ein deutschsprachiges Reisebüro in Manila kann Tickets für die Flüge mit Qatar und Gulf Airways von Manila nach Deutschland vermitteln (Gulf Air einschließlich innerdeutschem Anschlusstransport mit der Deutschen Bahn möglich). Adressabhängig kann auch ein Transfer zum Flughafen Manila vermittelt werden. Buchungen können über WhatsApp +41 765 86 7070 angefragt werden. Das Reisebüro kann keine Inlandsflüge in den Philippinen vermitteln.

THE GERMAN GOVERNMENT IS ORGANISING SPECIAL REPATRIATION FLIGHTS FROM MANILA AND CEBU: PHILIPPINE AUTHORITIES ARE KINDLY REQUESTED TO GRANT GERMANS ACCESS TO RESPECTIVE INLAND TRANSPORT FOR TRAVEL TO CEBU OR MANILA AIRPORTS:



A) UPCOMING SPECIAL REPATRIATION FLIGHTS:

- LH FROM MANILA/NAIA TO FRANKFURT/GERMANY: DELAYED, WILL NOT START ON 24 MARCH, NEW DATE TBD

- CHARTER ZT568P FROM CEBU/MACTAN TO COLOGNE/BONN ON 25 MARCH 21.00 h.



Please note:

1.) Currently there are international commercial flights operating out of Manila with a lot of vacant seats.



2.) The German government is working to get further special repatriation flights for stranded German visitors scheduled. Tickets for such flights will have to be paid by the passenger (after repatriation).



3.) Exact dates for further repatriation flights cannot at this stage be predicted. Concerned visitors are strongly recommended to consider any available international flight by commercial airlines to repatriate soon.



4.) The Embassy is aware that especially visitors stranded on islands in the mid- and southern Philippines experience particularly severe difficulties in boarding transport to Cebu or Manila. The Embassy in close cooperation with its EU partners is pursuing solutions with the Philippine government. Realistically though, not all situations might be solvable within the next few days.



5.) The Philippine Department of Tourism (DoT) assists in finding accomodation in Manila an Clark for tourists on the way to repatriation or other outgoing flights. Please contact

German Aid for the People of Mindanao



The German government funds the work of almost 50 Filipino non-governmental organizations in Mindanao. For the first time, on the invitation of the German embassy they all met each other in Davao City recently to discuss their experiences, successes and challenges. They engage in a broad variety of activities: peace building, health care, disaster prevention, human rights, income generation, education, renewable energy and many more. Through this manifold engagement Germany aims to provide support especially to poor and marginalized communities. Participants of the meeting confirmed that the gathering in Davao was highly useful: it established new networks and linked previously unconnected actors, all of them contributing at grassroots level to improving life in Mindanao. Germany will continue to support organizations in the region.

German Support for Farmers in Central Luzon

German support for farmers in Central Luzon alleviates poverty and stimulates entrepreneurship – an excellent example: The German embassy received a visit of a delegation of farmers from Bataan and Zambales in Central Luzon. They described vividly how their economic situation has improved as a result of support financed by the German government and provided through German Protestant Church development assistance arm "Bread for the World" together with Philippine non-profit organizations PDI and FIAN. The "Peoples' Development Institute" (PDI) which supports marginalized population groups in questions of land tenure, livelihood and empowerment showcased some of their agricultural products. The “Foodfirst Information Action Network” (FIAN) is a human rights organization that promotes the right to adequate food. The visitors shared not only their touching success stories, but also showcased some of the food items they nowadays can produce and market - concrete proof for development support leading to tangible – and delicious… - results.

Eight years of German support for Philippine forests on Panay Island

Tuesday, 23 January marked the successful closure of German government support provided for Panay Island under the “ForClim”, the Forest and Climate Protection in Panay Project. Running since 2010 and financed with almost 6M Euros (app. 360M Php) of German government funds, “ForClim”, aimed at helping Philippine government and municipal administrations to protect the forests on Panay and secure their rich biodiversity and to develop ways to sustainably use them. Through “ForClim” activities island dwellers were introduced to ways to better profit from their natural resources in a sustainable way while contributing to the global effort to avoid greenhouse gas emissions. Under “ForClim”, experts of German development cooperation agency GIZ and of specialist consultancy GFS teamed up with counterparts from the Philippine Department of the Environment and Natural Resources (DENR) and administrations of almost two dozen municipalities on Panay. While “ForClim” ends, its results and spirit will continue to lead the future work of Philippine authorities.

Palace suspends government's work also on December 26 and January 2.

To give government employees more time to celebrate the holidays with their families, Malacanang has suspended government work non December 26, 2017 and January 2, 2018.

The declaration was made through Memorandum Circular No. 37, which was signed on December 13, 2017 by Executive Secretary Salvador Medialdea, by authority of President Rodrigo Duterte.

The Memo Circular covers all government offices, including government-owned and -controlled corporations, government financial institutions, state universities and colleges, local government units, and other agencies and instrumentalities. 

IMPORTANT NOTICE REGARDING OFFICE HOURS IN DECEMBER 2017 AND JANUARY 2018.

The Embassy of the Federal Republic of Germany in Manila will be closed from 25-26 December 2017 and on 01 January 2018.
The legal and consular section (including the visa section) will be closed to the public from 27-29 December 2017.

The German-funded Protected Area Management Enhancement (PAME) Project recently held its final event to mark the end of this successful initiative. The project aimed to preserve Philippine biodiversity and was funded by the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) as part of its International Climate Initiative (IKI) from 2012-2017.
Through the 5-year project worth EUR 9 million (around Php 536 million) 56 new terrestrial and marine protected areas covering 170,000 hectares were established and representatives from government, communities, civil society and academe were trained in biodiversity assessment/monitoring, regulation and law enforcement, ecotourism and livelihood.
Among the sites supported were the Negros Occidental Coastal Wetlands Conservation Area, Cleopatra’s Needle Forest Reserve, the oldest forest in Palawan, and the Balinsasayao Twin Lakes Natural Park, a booming tourist destination in Negros Oriental.
In his keynote speech during event, Ambassador Dr. Gordon Kricke highlighted the project’s success as a testimony to the invaluable German-Philippine bilateral cooperation towards biodiversity conservation and sustainable development.

Torres/Cervantes und Porras Streets), Brgy. Obrero, Davao City (hinter der Victoria Plaza Mall), Tel./Fax: (082) 224-1372. 

Ansprechpartner ist Frau Mirja Mattern, Mitarbeiterin der Rechts-und Konsularreferate der Botschaft Manila. Als Ansprechpartner vor Ort wenden Sie sich bitte an Herrn Klaus Döring, Tel. 082 2271761 oder 0915 219 9002, der voraussichtlich bereits am 20.06.2017 zum Honorarkonsul mit dem Amtsbezirk Mindanao ernannt werden soll. 

Bitte beachten Sie, dass wegen der biometrischen Daten (u.a. Fingerabdrücke) nur noch vollständige Anträge auf Ausstellung vorläufiger Reisepässe und Kinderreisepässe – nicht jedoch Anträge für Europapässe – entgegengenommen werden können. Leider können Visaanträge in Davao City nicht gestellt werden. Die Visaabteilung in Manila ist nicht mit der USEP in Davao vernetzt. Bitte haben Sie Verständnis, dass aus diesem Grunde auch Fragen zu einzelnen Visaanträgen nicht beantwortet werden können. Für eine erfolgreiche Bearbeitung Ihres Anliegens (z. B. Only applications for German Temporary Passports and Children's Passports, which do not have to satisfy the biometric requirements can be accepted during the Consular Day. Unfortunately, visa applications cannot be accepted as well. Inquiries regarding visa applications will not be answered and should be directed to the Visa Section of the Embassy. Six Filipinos Join Berlinale Talents 2017

As part of the Berlin International Film Festival or Berlinale, 250 selected talents in the film industry from around the world are brought together with professionals from the industry in a series of workshops and discussions under the banner of “Berlinale Talents.”
This year, six Filipinos are joining the 15th edition of Berlinale Talents with other emerging professionals from a total of 71 countries. Exploring the theme “Courage: Against All Odds,” Berlinale Talents will hold over 100 events during a six-day program from 11-16 February 2017 in theaters of HAU Hebbel am Ufer.

ERDA Vocational School Receives Grant from German Embassy

  

Under its small-scale projects scheme, the German Embassy in Manila granted 150,000 Pesos to the ERDA Technical and Vocational Secondary School in Manila yesterday.  The funds will be used for partially renovating and equipping the school's clinic, providing additional electric fans for its classrooms as well as giving technical equipment for its vocational training workshops. 

With its grant, the embassy wants to help improve ERDA's health services, provide a more conducive learning environment as well as develop a better quality of education.

Representatives of ERDA, led by School Principal Mrs. Jane Natividad, visited the Embassy for the contract signing of the project. German Ambassador Dr. Joachim Heidorn (photo) released the grant to Mrs. Natividad, who express her gratitude to the German Embassy.

Small-scale projects are local initiatives financed by the Federal Foreign Ministry through the German Embassy and are implemented through non-profit entities. Through quick and direct assistance, the projects aim to directly improve the quality of life among the poorest sectors of society.

Suspected German Pedophile Faces Deportation

Sometimes, it's not easy to write about countrymen in the Philippines, especially, if they committed crime.

A suspected German paedophile, as I learned from PNA (Philippine News Agency), who is wanted for sexually abusing 17 minors (!) in Germany will soon be deported after 13 years of hiding in the country.

Bureau of Immigration Commissioner Ricardo David Jr. identified the suspect as 49-years-old GISBERT LEISTNER, who is presently detained at the BI jail in Bicutan, Taguig City, near Manila.

Imigration legal chief Arvin Santos said the BIU board of commissioners has already issued a summary deportation against Leistner, thus he will be expelled as soon as the German Embassy releases his travel documents.

David said that as an undesirable alien, Leistner does not to deserve the privilege to stay in the Philippines. He also warned other foreign fugitives hiding in the country that their days are numbered as they are now the object of a manhunt by the bureau's intelligence operatives.

I agree. It happened in all countries all over the world. And,this has nothing to do with an unfriendly (?) immigration system in the Philippines.

In Leistner's case it is very clear.
