Sara opens OVP satellite offices in regions

(UPDATED) THE Office of the Vice President (OVP) has opened satellite offices in six regions to bring the services of Vice President Sara Duterte-Carpio closer to the people.

The offices are in Region 1 (Ilocos), 7 (Central Visayas), 8 (Eastern Visayas), 9 (Zamboanga Peninsula), 11 (Davao Region), and Caraga.

The OVP office in Region 1 is located in Dagupan City, the office in Region 9 is in Zamboanga City, and the one in Region 11 is in Davao City.

The office in Region 7 is located at Escario Central, Camputhaw in Cebu City, the one in Region 8 at JT Commercial Complex, Barangay 74, Lower Nula-tula, Tacloban City in Leyte, and the one in Caraga at Villa Bali, corner Balilahan-Tandurpass, Barangay Mabua, Tandag City in Surigao del Sur.

"Sa aking unang buong araw bilang bise presidente, nagbukas po tayo ng mga satellite office sa iba't-ibang bahagi ng bansa upang matulungan ang ating mga kababayan na magkaroon ng madali at agarang access sa mga serbisyong mula sa Office of the Vice President (On my first full day as vice president, we opened satellite offices in different parts of the country to provide easy and immediate access to the services of the OVP)," Duterte-Carpio said.

The establishment of satellite offices is one of the projects she promised during her campaign.

Duterte-Carpio said the offices will also consolidate support from parallel groups in the regions to help build and develop communities.

In a media briefing held a day after the Vice President's inauguration, she said she will reside in Davao City but will spend her work days in Metro Manila.

Duterte-Carpio will also be joining former Education secretary Leonor Briones in a ceremony today, July 4, for the turnover for the Department of Education.

Authorities to enforce ‘multi-layered security plan' for Sara's oath-taking on June 19

DAVAO CITY – Security forces here will enforce a ‘multi-layered security plan’ for the oath-taking of presumptive Vice President Duterte tentatively set for June 19 at the San Pedro Street in this city.

PMaj. Ma. Teresita P. Gaspan, spokesperson of Davao City Police Office (DCPO), said in an interview over Davao City Disaster Radio (DCDR 87.5) on Tuesday that the historic event is expected to draw around 20,000 attendees from different parts of the country.

She said the security cluster will enforce stricter security measures to ensure the safety of the crowd.

She said the venue will be open to the public.

She added that no perimeter fence and pavilion will be mounted at the venue to make it more convenient for the public to witness Duterte’s oath-taking but added that this will make it particularly challenging for authorities to control the crowd.

But Gaspan assured the security forces are ready to secure the venue, with DCPO receiving augmentation from the Police Regional Office (PRO)-Davao to maintain order during the event.

She said the local authorities have yet to meet for creation of a multi-layered security plan, securing the “inner, middle, and outer layers” of the venue.

She said the city’s Public Safety Security Command Center will be at the helm of drafting the security plan together with other members of the security clusters during the coordinating conference.

She said backpacks, jackets, and bladed weapons will be prohibited at the venue on this date.

She said it remains uncertain whether outgoing President Duterte will attend his daughter’s oath-taking but added that if the President will attend, the enforcement of the security plan will have to be coordinated with the Presidential Security Group.

On Monday, the outgoing mayor announced that she considered no other place but this city as a venue for her inauguration.

She said that a transition team has been created to coordinate with the Office of the Vice President.

Duterte served as vice mayor from 2007 to 2010, mayor from 2010 until 2013, elected as mayor in 2016 when her father ran for President, and was reelected in 2019 with youngest brother Sebastian as the vice mayor.

DAVAO CITY TO IMPLEMENT LOCKDOWNS, BARANGAY ECQ DURING MGCQ

Davao City will still implement a barangay Enhanced Community Quarantine (ECQ) or house, street, purok, and compound lockdowns during the Modified General Community Quarantine (MGCQ) to prevent the spread of the coronavirus.

“This is to control the transmission especially in identified very high risk and high-risk areas,” Mayor Inday Sara Duterte said in a live interview over the Davao City Disaster Radio on Wednesday.If lockdowns and ECQ happen in specific areas, Mayor Sara said, offices and establishment owners must be considerate to their employees that will be affected by these control measures.

“There will be employees nga dili gyud makasulod not because naa silay sakit but because nasulod sila sa isa ka lockdown. So maghangyo ta mga offices and establishment employers to take into consideration kaning mga ing-ani nga control measures (There will be employees that cannot report to work not because they are sick but because they were locked down. So we are appealing to offices and establishment employers to take into consideration these control measures),” she said.

Lockdowns are implemented in an area with an alarming number of positive Covid-19 cases. When an area is in lockdown, residents are required to 14-day home quarantine. Affected residents will be tested on the 14th day and those who are positive will be transferred to an isolation facility. The individuals who are locked down are those that have exposure to people positive of Covid-19 or have been included in the contact tracing. The city government provides ration and psychosocial support for residents under lockdown. CIO

DAVAO CITY — Davao City Mayor Sara Duterte-Carpio wants clean officials and employees working in the city government.
 
Duterte-Carpio has appointed acting City Administrator Atty. Tristan Dwight Domingo to file administrative or judicial charges on government workers involved in irregularities.
 
She signed the order that delegated some of her functions and duties to Domingo as mandated by the Republic Act No. 7160 or the 1991 Local Government Code.
 
Domingo will have the power to file charges "against any official or employee of the city who may have committed an offense in the performance of his officials duties, and functions."
 
The mayor has instructed Domingo to ensure that all employees and officials under the city's executive department are doing their jobs.
 
"And if they are not, Domingo's task is to run after them," Duterte-Carpio challenged.
 
The acting city administrator was also told to supervise and manage the affairs of the executive offices of the local government. He will also sign documents on behalf of the city mayor.
 
“Considering the magnitude of the functions and duties of the City Mayor and the need to provide appropriate action to any/or all matters that require urgent as well as quick pro-active response, there is a need to delegate some of the inherent powers, functions, and duties of the City Mayor to the Acting City Administrator,” Sara stated in the executive order.

Implementing Ban on Plastics is a Challenge

Last week Davao City Mayor Sara Duterte admitted that implementing the ban on non-biodegradable plastic bags and polystyrene foam containers is "challenging" but said it is a challenge the city is willing to take.

"For a city as big as Davao City, the implementation is a challenge, but the City Environment and Natural Resources Office (CENRO) is determined to implement the law," the mayor said in an interview.

The ban of the use of plastics is contained in the Solid Waster Management Ordinance approved in 2012. The city will start the implementation on June 28, 2012, two years after the ordinance was submitted. 

I agree with mayor saying while the ordinance contains some "grey areas", it will take time so the city has no choice but to work on the current law. 

Some manufactures, vendors' associations, store owners, and other business establishments made an appeal, because they have yet to get rid of their stock of old plastics.  Also wet food products should be exempted from the ban. The ban covers the use of all plastic bags used for grocery and shopping, packaging for meats and fish in wet markets including materials made of polystyrene foam or Styrofoam. 

The ban is aimed at further mitigating the harmful effects of non-biodegradable materials littered in the environment or dumped at the sanitary landfill.

Congratulations to Mayor elect from Davao City: Inday Sara Duterte

I met Davao City mayor elect Inday Sara Duterte already several times before. I was really amazed talking with her again last week - after the elections. Yes, Miss Sara, who assumes within less than a month from now as Davao City's first woman mayor, and the youngest so far, told me a lot of her (four) priorities  and how she, together with her team, would govern till 2013.

Yes, all eyes will be on her.  A lot of work is waiting for her.  Some dramatically changes can be expected. One of her (four - or even more) priorities is to ensure that Davao City has a favourable business environment that encourages foreign investment and job development. Good. Mayor Sara - go, go, go! Peace and order? No question about it!



And how does the EDGE DAVAO Editorial from this week ends? "Sara speaks: we can expect the unexpected from another Duterte, SARA!"


From the bottom of my heart (and not only from mine), Mayor Sara: "Good luck and all the best for you and your team and the new generation politicians, such as good friend Al Ryan Alejandre, as well as Karlo Bello, Joanne and Louie John Bonguyan, just to mention a few". Talking about young generations: Councilor Pilar Braga, also a good friend of mine and my family since many years "survived" again this election. No wonder, because she is indeed not an ordinary politician in Davao. She ran as independent. I always tried to avoid political statements on this web blog: but Braga is indeed strong on name recall.
