RT-PCR, antigen tests not needed In getting health card from CHO

By Maya Padillo, EDGE Davao -January 26, 2022 10:00 am

Mayor Sara Duterte-Carpio confirmed on Monday that a negative reverse transcription-polymerase Chain Reaction (RT-PCR) or a negative antigen test to get health cards from the City Health Office (CHO) are no longer required.

The mayor said the Davao City Covid-19 Task Force has agreed to lift the requirement for negative RT-PCR or antigen test that has been required by the city since September 2021 through Resolution No. 35-A of the Davao City Covid-19 Task Force to ensure the health safety of the workforce in every establishment.

The mayor said this after a netizen appealed to her during the Special Hours with Mayor Inday Sara Duterte on the Davao City Disaster Radio (DCDR) on Monday.

“It was agreed upon na tanggalon na ang testing dinha sa pagkuha og health card nato. Wala na ang RT-PCR test or antigen test na required kung magkuha ka og health card or magrenew ka og health card dinhi sa City Government of Davao, sa City Health Office,” the mayor said.

The mayor said such a requirement is no longer needed due to the limited capacity of the city to provide free tests. “Ang reason is because daghan sila kaayo and there are not enough tests na libre gikan sa City Government of Davao nga mo-cover sa tanang magkuha og health card. The purpose of this is surveillance so gi-shift nato kani na surveillance didto nalang mismo sa establishments depending on the capacity or the allotted test for the surveillance. Mao na ang reason. And the third reason is that it has been reported nga ginapasa sa mga employers diha sa ilang mga empleyado ang cost sa testing nila para makakuha sila og health card,” she said.

A health card is one of the requirements that job applicants must provide to the employers. Mayor Sara added that the responsibility of the surveillance should be shouldered by the employers because it is their interest that will be heavily affected if the number of cases will spread among the workforce.

“Employers should be responsible enough nga naa sila’y surveillance sa mga employees nila nga dunay symptoms. Because kung pasagdan nila ni muabot ang panahon nga tanan na magkasakit and it would really affect their business. So, it is very important, gina-highlight nato sa tanan nato nga businesses nga duna’y regular surveillance testing to avoid the situation nga wala na’y empleyado, na ma-lockdown mo because sa kadaghan sa cases,” Mayor Sara said.

DdO Farmer’s association gets P35.2M of agri-machinery

The Department of Agriculture (DA) through the Philippine Center for Postharvest Development and Mechanization (PhilMech) has distributed P35.2-million worth of agricultural machinery to rice-based farmer’s and irrigators association in the province on November 19, 2021, at the Capitol Compound.

The distribution of agricultural machinery is under the Rice Competitiveness Enhancement Fund (RCEF) Mechanization Program that aims to raise rice farmers’ profitability and competitiveness through the use of mechanization technologies.

A total of twenty-three (23) identified recipient associations received the said machines coming from the municipality of Compostela, Maragusan, Monkayo, Montevista, New Bataan, Mawab, Laak, and Nabunturan. Turned over were 14 four-wheel-drive tractors, 9 units of combine harvester, and 1 unit of hauling truck.

Governor Jayvee Tyron Uy thanked the national government for continuous support in upgrading and boosting agriculture in the province by providing farm machinery and equipment to the farmers.

He also encouraged the farmer recipients to give utmost care to the machines given to them and continue following good agricultural practices in farming.

In response, Jerry F. Barayuga, PAFC Chairperson of CVIPCO expressed heartfelt gratitude to the government for helping them save time and efforts for they will no longer endure the traditional way of farming by using modernized farm machinery.

“Kun kaniadto manual pa ang mga buluhaton sa pag-uma, karun dako kaayung tabang ang mga ekwepo nga inyuhang gihatag sa amua kay mas mapadali ug ginapagaan na niini ang amuang mga trabahoon sa umahan”, Barayuga said.

Present during the turn-over ceremony were Engr. Baldwin G. Jallorina PHILMECH Director, Epifanio Loyola Jr. Chairperson of RAFC XI, and Roy Jose D. Pascua DA-RAFC XI Coordinator.

The activity was made successful through the active support and participation of PLGU counterparts through the Provincial Agriculturist Office of Davao de Oro. (Rheafe Hortizano – Provincial Information Office)

Philippines Announces YOLANDA Typhoon Toll Tops 5,000

The Philippines national disaster agency has announced that Super Typhoon Haiyan has killed more than 5,200 people. That total makes the November 8 storm the most deadly natural disaster ever to hit the country.

Rescue efforts continue after Haiyan...

Haiyan killed 5,209 people, injured about 23,500 and displaced 4 million, officials said Friday, with 1,600 still missing. The storm destroyed more than 1 million homes.

"It's not impossible that the number will increase, but as to how high we don't know," Interior Secretary Mar Roxas told reporters on Friday. "It's very sad, but we can say that we have passed the worst stage in this tragedy," he added.

Haiyan killed 4,919 in Eastern Visayas. Another 290 died in central and southern provinces affected by the November 8 typhoon, the national disaster relief agency announced. One of the strongest typhoons ever recorded, Haiyan caused more deaths and destruction than a 1991 storm that killed 5,101 people in flash floods in Ormoc, in the same hard-hit province of Leyte.

'Fine-tuned plan'

Called Yolanda locally, Haiyan brought winds of over 300 kilometers per hour (180 mph). The majority of victims either drowned or died under collapsed structures and trees, as storm surges 6 to 7 meters high (20-23 feet) swallowed coastal areas of Tacloban on Leyte island, the commercial, education and government hub of the Eastern Visayas. Disaster agency officials said the death toll could still increase, with only about 52 percent of the city of Tacloban cleared of debris.

Typhoon Haiyan also caused about 12.5 billion pesos ($274 million, 200 million euros) in damage to crops and infrastructure. A major concern for the authorities remains the resettlement of survivors, who have stayed in cramped, unsanitary evacuation centers or camped out in makeshift shacks near their flattened communities.

On Friday, President Benigno Aquino set up a task force to "hasten the transition of relief efforts into the full-scale rehabilitation and rebuilding of typhoon-damaged areas," said his spokesman, Herminio Coloma. "The president emphasized to the cabinet that a fine-tuned plan responsive to the specific needs at the community level is necessary," Coloma added.

Public Works Secretary Rogelio Singson said the government had also begun preparations for the construction of bunkhouses using prefabricated buildings "more comfortable" than tents. Singson said the government would make an inventory of public land suitable for use as resettlement sites for survivors whose former communities officials considered dangerously close to the sea and vulnerable to future storms.

"There will probably be areas that will be declared no-build zones because of the high risk, and we will have to relocate the affected people to safe ground," Singson said.

New Potential Storm Enters The Philippines

A potential tropical cyclone entered the Philippine Area of Responsibility on Friday morning, the state weather bureau reported.

The Philippine Atmospheric, Geophysical and Astrological Services Administration (PAGASA) said that a low pressure area (LPA) was estimated at 580 kilometers Hinatuan, Surigao del Sur.

PAGASA said that new weather system will bring moderate to occasionally heavy rains over the eastern areas of Mindanao and may trigger flashfloods and landslides.

It added that eastern Visayas will also experience rainshowers and thunderstorms.

The weather bureau said that the LPA may intensify into a tropical cyclone in three days or by Monday.

The new cyclone will be named "Nando," the fourth this month and 14th to enter the country this year.
