Signal No. 2 raised in portions of eastern Luzon as ‘Karding’ intensifies into severe tropical storm

Tropical cyclone Karding (international name: Noru) intensified into a severe tropical storm, with Wind Signal No. 2 now raised over portions of eastern Luzon before Saturday noon, Sept. 24.

Karding further strengthened over the Philippine Sea, packing maximum sustained winds of 100 kilometers per hour (kph) near the center and gustiness of up to 125 kph, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its 11 a.m. bulletin.

It has maximum sustained winds of 90 kph and gustiness of up to 105 kph, previously.

“This tropical cyclone is forecast to intensify into a typhoon prior to landfall over Central or Northern Luzon,” PAGASA said.

Signal No. 2 was hoisted in the southeastern portion of Isabela (Dinapigue), the northern portion of Aurora (Dinalungan, Casiguran, Dilasag), and Polillo Islands.

Signal No. 1 was raised in the southern portion of Cagayan, the rest of Isabela, Quirino, Nueva Vizcaya, the southern portion of Apayao, Abra, Kalinga, Mountain Province, Ifugao, Benguet, the southern portion of Ilocos Norte, Ilocos Sur, La Union, Pangasinan, the rest of Aurora, Nueva Ecija, Tarlac, Bulacan, Pampanga, Zambales, Bataan, Metro Manila, the northern and central portions of Quezon, Rizal, Laguna, Cavite, the northern portion of Batangas, Camarines Norte, northern and eastern portions of Camarines Sur, and the northern portion of Catanduanes.

“Winds may reach gale-force in strength in any of the areas where Wind Signal No. 2 is hoisted throughout the passage of Karding. Strong winds—strong breeze to near gale strength—will be experienced within any of the areas where Wind Signal No. 1 is currently in effect,” PAGASA said.

“Per latest track and intensity forecast, the most likely highest wind signal that will be hoisted is Wind Signal No. 4,” it added.

Landfall seen in Isabela-Aurora area on Sunday

Karding was last seen 660 kilometers (km) east-southeast of Tuguegarao City, Cagayan, or 595 km east of Casiguran, Aurora, and was moving west-southwestward at 25 kph.

Karding is projected to move west-southwestward or westward while gradually accelerating toward the east coast of Isabela or Aurora, where it is likely to make landfall on Sunday morning or afternoon, Sept. 25.

“After crossing the mountainous terrain of Northern Luzon, the tropical cyclone is forecast to emerge over the West Philippine Sea tomorrow late evening or Monday early morning (Sept. 25). Karding will then continue tracking westward over the West Philippine Sea for the remainder of the forecast period,” it added.

Brace for heavy to intense rains

PAGASA said light to heavy rains may begin affecting Batanes, Cagayan, Isabela, and the northern portion of Aurora, Catanduanes, Camarines Norte, and Camarines Sur between Saturday evening and early Sunday morning.

For the rest of Sunday through early Monday morning, heavy to torrential rains may prevail over the southern portion of Isabela, Quirino, Nueva Vizcaya, Benguet, La Union, Pangasinan, Aurora, Nueva Ecija, Tarlac, and the northern portion of Zambales.

Moderate to intense rains may also prevail over the rest of Central Luzon, while moderate to heavy rains may affect Cagayan, Ilocos Norte, Ilocos Sur, Cavite, Laguna, Batangas, Rizal, Quezon, Metro Manila, and the rest of Isabela and Cordillera Administrative Region.

“Under these conditions, scattered flooding and rain-induced landslides are possible, especially in areas that are highly or very highly susceptible to these hazards as identified in hazard maps and in localities with significant antecedent rainfall,” PAGASA said.

It added that because of the southwest monsoon or “habagat” partly influenced by Karding, occasional rains are possible over most of Southern Luzon and Visayas, especially over the western sections, as early as Saturday

More rain as 'Inday" to leave Philippines by Saturday

MANILA, Philippines — The southwest monsoon, or habagat, will continue to bring rain over the western section of Luzon — including Metro Manila — as Tropical Storm Inday moves northwest, PAGASA said.
In its morning press briefing, the weather bureau said that Inday was 995 km east northeast of Basco, Batanes early Friday morning and is forecast to move northwest at 15 kph. It has maximum sustained winds of 85 kph near the center and gustiness of 105 kph.
The storm is not expected to make landfall and is forecast to be outside the Philippine Area of Responsibility by Saturday morning.

The low pressure area monitored east of northern Cagayan has developed into a tropical depression Wednesday morning, state weather bureau PAGASA says.
The tropical depression has been named Inday. This is the ninth tropical cyclone in 2018.
It packs maximum sustained winds of 55 kilometers per hour and gustiness of up to 65 kilometers per hour. “Inday” comes a day after Tropical Storm Henry left the country.
No tropical cyclone warning signal has been raised over any part of the country.

State weather bureau PAGASA says that “Inday” has intensified into a severe tropical storm Friday morning.
It packs maximum sustained winds of 90 kilometers per hour near the center and gustiness of up to 115 kilometers per hour.
Moving northwestward, “Inday” is expected to exit the Philippine Area of Responsibility between tonight and tomorrow morning.

Bad weather has led to some flights being cancelled while others have had to be diverted, the Manila International Airport Authority says.
In an advisory, it says the following flights scheduled to land at NAIA Terminal 3 had to be diverted to Clark International Airport:
  • Cebu Pacific 5J 752 Saigon-Manila (ATA 0704H)
  • Cebu Pacific 5J 679 Shanghai Pudong-Manila (ATA 0750H)
The following flights scheduled to take off from NAIA Terminal 4 have been cancelled:
  • Air Asia Z2 438/439 Manila-Puerto Princesa-Manila
  • Air Asia Z2 773/774 Manila-Cebu-Manila

MANILA, Philippines — Storm Warning Signal No. 2 was up in 17 areas in the Visayas and Mindanao on Friday morning as Severe Tropical Storm Vinta moved west over Compostela Valley.
 
As of 7 a.m., Vinta was in the vicinity of Laak, a farming town in Compostela Valley and was moving west at 20 kilometers per hour, Pagasa said.
 
Vinta has maximum sustained winds of 90 kph near the center and gustiness of up to 125 kph, Pagasa said in an earlier Severe Weather Bulletin.
 
 
Cyclones with sustained winds of 89–117 kph are classified as severe tropical storms.
 
Vinta is expected to be 145 km west southwest of Dipolog City, Zamboanga del Norter by Saturday morning.

Tropical Storm 'Vinta' maintains strength as it heads for Surigao del Sur/Mindanao



Metro Manila (CNN Philippines, December 212 — Tropical Storm "Vinta" kept its strength as it heads for Surigao del Sur, the state weather bureau said.
In its 11 a.m. advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Vinta still carries maximum winds of 65 kilometers per hour (kph) and gusts of up to 80 kph.
PAGASA said Vinta is expected to make landfall over the Caraga and Davao Regions between Thursday night and Friday morning.
The agency also said the storm is expected to leave Philippine territory on Monday morning.
The storm was last spotted 340 kilometers east of Hinatuan, Surigao del Sur and is still traveling west at 18 kph.
Scattered to widespread and moderate to heavy rains are expected over Central Visayas, Eastern Visayas, Caraga, Davao Region and Northern Mindanao within the next 24 hours, it added.
The following areas in Mindanao are now under Tropical Cyclone Signal Warning No. 2:
  • Surigao del Norte including Siargao Islands
  • Surigao del Sur
  • Agusan del Norte
  • Agusan del Sur
  • Northern Davao Oriental
Meanwhile, Signal no. 1 was hoisted in the following areas:

So far, Davao City is the only local government that has announced class suspensions.
Sea travel has been canceled in these areas.
Transport officials and the Department of Interior and Local Government (DILG) also issued advisories to commuters traveling during the holidays and to residents regarding their areas' susceptibility to floods or landslides.

Transport officials cancel inter-island bus services to southern Philippines

Ahead of the approaching cyclone, the Land Transportation Franchising and Regulatory Board (LTFRB) on Wednesday suspended roll-on, roll-off (RoRo) bus trips to the Visayas and Mindanao.
LTFRB said RoRo bus trips will not be allowed to travel to Mindanao starting 11 p.m.
Earlier, the LTFRB extended the duration of special permits for buses because of the cyclone. This allows them to make trips outside of their authorized route.
Buses may start traveling two days earlier than originally scheduled beginning December 21, 2017 to January 3, 2018, the LTFRB said in a statement Tuesday.
"All drivers are advised to take precautionary measures during their trips," it added.

Interior Dept. to public: Monitor weather advisories, town and city bulletins

The DILG has also urged the public to plan their holidays in line with official weather forecasts.
"Let us celebrate the holiday season with precaution," said DILG officer-in-charge Catalino Cuy in a statement on Wednesday. "Please do not be complacent and take heed of weather advisories, as well as your local government units," he said.
They cited the websites of PAGASA and Project NOAH (or Nationwide Operational Assessment of Hazards) for further information.
The public and local governments may visit the Mines and Geosciences Bureau's Geohazard Map Portal, which has data and maps on flood-prone and landslide-prone areas.
The Department of Environment and Natural Resources (DENR) has likewise advised residents in landslide and flood-prone areas to heed warnings and alerts from the government.
In a press release Wednesday, DENR Secretary Roy Cimatu urged residents staying along Vinta's path to evacuate as soon as they are told to leave, in order to avoid casualties.
"Lives are more important than property. Let us all remain safe and alive, especially during this Christmas season," he said.
He also warned Vinta may change its track unexpectedly and urged residents not to be caught unaware by the cyclone.
He said the DENR has distributed geohazard maps to local government units.
It also has two mobile applications, AlertoPinoy and EnvironMentor, that show environmental information like flood- and landslide-prone areas.

Misamis Oriental, Bukidnon brace for Vinta    

Meanwhile, the Misamis Oriental capitol in Cagayan De Oro was placed under red alert status this weekend as Mindanao braces for Vinta.
Misamis Oriental Governor Yevgeny Emano issued Tuesday a directive ordering rescuers to ready themselves for Vinta's possible landfall before Christmas Day.
"Kung dili matunaw [if it doesn't dissipate], the provincial government can do only so much. But we've prepared what we can if it happens," Emano said.
Earlier this week, Emano convened all department heads and rescue personnel of the Provincial Disaster Risk Reduction and Management Office (PDRRMO) to discuss rescue measures and relief efforts in case calamity strikes.
Emano said the disaster teams will be on red alert if a typhoon makes its landfall anywhere in Mindanao. He added, rescue assets of the provincial government are now ready.
"I've talked with the Department Heads already and prepared everything by December 23... and even apologized to their families that we might not be able to celebrate Christmas with them because we will be preparing for the calamity," Emano said.
"Hopefully it will not come, but all our heavy equipment are ready," he added.
Emano said the capitol has 500 equipped and trained PDRRMO personnel with different specializations.
Eight province-owned hospitals are also getting ready to address medical needs of residents.
Meanwhile, in Valencia City in Bukidnon, authorities said they are conducting pre-disaster risk assessment in 31 barangays. Many barangays in the city are flood prone, especially those near the Pulangui River. 
Valencia City DRRMO June Valero said barangay personnel have been tasked to give updates to the central communications command officer during the storm.
Valero advised to the public to suspend outdoor activities during the storm.

Gorio slows down, expected to intensify into severe tropical storm

Metro Manila (CNN Philippines, July 27) — State weather bureau PAGASA on Thursday expects tropical storm Gorio to intensify into a severe tropical storm within 24 hours as it slows down and maintains its strength.
In its 11 a.m. advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Gorio was packing maximum sustained winds of 85 kilometers per hour (kph), and gustiness of 105 kph.
A tropical storm carries maximum sustained winds of 62-88 kph, while a severe tropical storm has 89-117 kph of maximum winds.
The storm was spotted 615 km east of Tuguegarao City, Cagayan, still moving northwestward at a slower pace at 9 kph, from the previous 13 kph. The slower pace of a tropical cyclone could give it more time to affect the areas.
Moderate to heavy rainfall is expected within the 450 km diameter of the tropical storm.
Gorio (international name Nesat) will enhance the southwest monsoon (habagat), which will bring moderate to occasionally heavy rain over the western section of Luzon and light to moderate rain over the rest of Luzon and Visayas.
Classes and work in governement offices have been suspended in different parts of Metro Manila and nearby provinces, although no storm signals have been raised.
The weather bureau said the storm was not expected to make landfall and would leave the Philippine area of responsibility (PAR) by Tuesday morning.
However, PAGASA warned of monsoon rains that might trigger flashfloods and landslides in Metro Manila and the regions of Ilocos, Cordillera, Central Luzon, CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon), and MIMAROPA (Mindoro, Marinduque, Romblon, Palawan)
