DA distributes P3.7M farm machinery to DdO rice farmers


 

Twelve associations of farmers and irrigators in the province of Davao de Oro received P3.7 million worth of agricultural machinery from the Department of Agriculture (DA), through the Philippine Center for Postharvest Development and Mechanization (PhilMech) on November 5, 2021, at the Provincial Capitol Complex.

DA-XI Regional Executive Director Abel James I. Monteagudo and Governor Jayvee Tyron L. Uy led the distribution of the farm machineries in a simple turnover ceremony.


The said activity is part of the farm mechanization project under the Rice Competitiveness Enhancement Fund (RCEF) which aims to boost rice farmers’ productivity, profitability, and global competitiveness using appropriate production and postproduction mechanization technologies. Recipient associations are coming from the municipality of Montevista, New Bataan, Maragusan, Mawab, Monkayo, and Laak. The distributed machinerie include 15 units of floating tiller and 12 units of hand tractors.

Governor Uy expressed his gratitude to the agriculture department for the continuous support to the farmers in the province as it will help to increase production, income and improve the quality of their outputs.

“With this kind of equipment nga gihatag sa department of agriculture sa atua, mapasalamaton kami sa makanunayong pagsuporta ug programa sa department of agriculture in helping our farmer’s and irrigators associations para mo lambo ang atuang production, ensuring food security, and more opportunities nga mudako ang kita sa atuang farmer’s in spite and despite of market driven na economy,” Uy said.

The implementation of RCEF projects in the province become successful through the active support and participation of PLGU counterparts through the Provincial Agriculturist’s Office (PAGRO).

Meanwhile, DA also distributed gardening tools for vegetable and coffee production to the following beneficiaries: 25th Infantry FIREBALL Battalion, 48th Infantry GUARDIANS Battalion, BLGU Bawani, and Saosao in Mawab, BLGU Mayaon and Prosperidad in Montevista.

Davao de Oro: Making change happen

Davao de Oro Province--- From farm to market roads, to schools in the hinterlands, sustainable agricultural developments, livelihood for the marginalized sectors, infrastructure projects, digital innovations, tourism circuits, pandemic mitigating initiatives, and the eradication of insurgency are some of the significant achievements of Davao de Oro in the last five years.




Through its strategic 4Ps+ program which stands for Planet (Environmental Management and Disaster Preparedness) People (Social Protection and Human Development), Prosperity (Economic Development), Peace (Peace, Justice and Security) and Plus (Good Governance), PLGU-Davao de Oro proved that change could happen, bringing its name into the limelight.

On October 25, 2021, Davao de Oro Governor Jayvee Tyron L. Uy delivers his 2021 State of the Province Address (SOPA), at Session Hall of the Legislative Building, Provincial Capitol, Nabunturan, Davao de Oro.


Not only did Dabawenyos witness this year’s SOPA of the Governor at the comfort of their homes, but also people from across the globe as the event was live-streamed via official social media platforms of the province reaching thousands of views and engagements.


Following health and safety protocols, the event was attended by the officials of the provincial government of Davao de Oro, municipal mayors of the province, Philippine National Police (PNP), Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), and partners from the National Government Agencies.


The highlight of this year’s SOPA are the feats of Davao de Oro as a province that brought substantial changes to the lives of every dabawenyo.


“We had surely come a long way. We used to be the hotbed of insurgency, now our peace and order situation is one of the most stable in the Davao Region. From a place feared by many, we became one of the most visited provinces in the entire country by tourists even in the middle of a pandemic. From a laggard economy four years back, we are now one of the most competitive provinces in the Davao Region. Kaning tanan, atong kadaugan! It is our collective work that made the change happen. We made this change happen and let’s continue to make change happen. Dabawenyo, sa tanang panahon, magpabilin kitang bulawanon!”, said Governor Uy.


Just in time with the Governor’s SOPA is the celebration of the country’s golden festivity, Davao de Oro’s “Bulawan Festival”, from October 25-29, 2021, which will happen via online platforms.


The 5-day virtual celebration will highlight events such as “Pre-SOPA Broadcast Talkshow” giving a glimpse of the governor’s SOPA, “Bulawan Opening”, and “Sayaw de Oro” in the first day. On the second day will be the Bahandi, which will feature the “Peoples of Davao de Oro”, “Bulawanong Kalinaw” which will showcase peace initiatives of the province.


The third day of the virtual festivity will feature the “Shoplokal Launch”, an online portal that will showcase Davao de Oro’s local products, “Agri Oro” showcasing the best practices and stories of the farmers and fisherfolks of the province, and the “Byahe ni Gov” a virtual tour giving pride to the tourism circuit destination of the province.


The fourth day of the celebration will brandish the “Pasasalamat”, a tribute concert for the frontliners of Davao de Oro, featuring the renowned band in the country, “Ben&Ben”, and the last day of the online Bulawan Celebration will be the “Bulawanong Pahalipay”, a raffle activity inviting dabawenyos for the chance of winning special prizes and the “Tiktokan Bakunation Campaign” highlighting the province’s Bakunation Campaign. 35 stranded CTCSM students return home


... after 14-day quarantine

Davao de Oro-- After 14-day quarantine, 35 stranded students of Community Technical College of Southern Mindanao (CTCSM) in Maco, Davao de Oro finally returned to their respective hometowns and reunited with their families.

It can be recalled that the students were stuck for nearly two months within the campus while the province was placed under enhanced community quarantine (ECQ) to contain the spread of coronavirus disease 2019 (Covid-19).

The Provincial Inter-Agency Task Force (PIATF) of Davao de Oro facilitated the fetching of the students last May 16, 2020.

Upon fetching, they immediately underwent health screening using the rapid diagnostic test to further check if the students were not manifesting flu-like symptoms linked to Covid-19. After being tested, they were referred to the BFP Building in the Provincial Capitol Complex for their 14-day quarantine commenced.

The students were given psychosocial activities from the Provincial Social Welfare and Development Office (PSWDO) as a means not just to combat boredom and remedy for their homesickness but also enhancement for personality development, overall behavior and attitude in life.

Part also of their daily schedule which they helped plan and organized included “getting to know” activities, physical exercises, and film viewing. The students were also given spiritual session through the Provincial Spiritual Development and Values Restoration program (PSDVRP) to hear and pray for guidance and protection from the crisis.

The Provincial Health Office conducted daily medical check-up to monitor their health status. Safety measures were also observed by the team in providing their service. Meal plan including nutritious foods were also served by the Kusina ng Kalinga program to ensure that the basic needs of the stranded students under quarantine will be provided.

Prior to boarding, goods as well as school bags, grocery items, financial assistance, and medical certificates were given to each student as proof that they are tested negative from the virus after being quarantined.

Malasakit Center in Montevista


Comval Governor Jayvee Tyron L. Uy together with Senator Bong Go officially inaugurated the Malasakit Center in Compostela Valley Provincial Hospital in Montevista. Also joining the inauguration were the Presidential Assistant for the Visayas Michael Dino, District-I Congressman Manuel E. Zamora and District-II Congressman Ruwell Peter S. Gonzaga and the Provincial and Municipal Officials of the municipality of Montevista.

Gov. ComVal supports Salugpungan Suspension

NABUNTURAN, Compostela Valley, July 19 (PIA) - - Compostela Valley Governor Jayvee Tyron Uy is supporting the order from the Department of Education XI (Deped) suspending schools operated by Salugpungan Ta Tanu Igkanogon.

 According to the Deped Compostela Valley, 15 out of the 55 schools suspended are located in the province.

 In a statement, Governor Uy stressed that for ten years of existence in Compostela Valley, the administration of the Salugpungan schools had not consulted the local government in the province.



“As Governor and former Chair of the Regional Peace and Order Council XI, we also received complaints on the failure of these schools to secure free, prior and informed consents (FPIC) from the communities where they operate, as mandated by the Indigenous People’s Rights Act,” the governor said.



Governor Uy hoped that the issues surrounding the suspension will be cleared up, following a free and unbiased inquiry.

Last July 12, Deped XI Regional Director Evelyn Fetalvero issued a suspension order to the Salugpungan schools and gave them until July 17 to submit to explain why the permit to operate and recognition granted to the school be fully revoked.

 The deadline was later extended to July 22 upon the request of Salugpungan Executive Director Eugenia Nolasco.

Governor Uy also underscored that the provincial government will exert its efforts to ensure that the indigenous peoples (IP) communities have access to quality education.

 In a Bayanihan concept, two schools serving IP children opened last June 3 at sitios Side 4, Barangay Mangayon and Puting Bato, Barangay Ngan, all in Compostela town.

 With a vision of keeping every child in school, the provincial government with the help of public and private stakeholders will construct another five schools in geographically isolated and depressed areas.

 Aside from the governor, the province’s Indigenous Peoples Mandatory Representative to the Sangguniang Panlalawigan, Board Member Datu Felipe Masambo also disclosed that the Provincial Tribal Council has received reports that lessons in the Salugpungan schools include ideologies of the communist group.

 The tribal chieftain also said that parents have expressed concerns that their children will be utilized to fight against government forces.

 “Ang gusto lamang sa mga ginikanan na pagkahuman ug eskwela, makatabang sa ilang panginabuhian; dili kay makig gira na hinuon,” he said. (What the parents wanted is after schooling, their children will help them in their livelihood; instead of them, going to war.)

Comval holds another "Oplan Pagbabago Tunol Serbisyo"

The province of Compostela Valley under Governor Jayvee Tyron L. UY holds another  "Oplan Pagbabago Tunol Serbisyo" program in the far-flung and conflict affected areas at Purok 4, Barangay Rizal, Monkayo Comval on July 12, 2019.

More than 500 beneficiaries of the said Barangay availed of the different types of government services offered by the different participating National Agencies, private stakeholders and the Provincial and Municipal Government.



The programs and services offered are the distribution of fingerlings by the Bureau of Fisheries and Aquatic Resources (BFAR), consultation and support program for crop insurance by the Department of Agrarian Reform (DAR), turnover of SLPA PAMANA project amounting to Php 300,000.00, facilitate and addressed queries relative to Pantawid Pamilya Program, and information dissemination of DSWDs AICs by the Department of Social Welfare and Development (DSWD).



The Department of Agriculture (DA) also turns over 1 unit rice harvester, as well as the conduct of  information dissemination and mobile registration of the Philippine Statistics Authority (PSA), information education campaign for integrated pest management and master listing of farmers by the Philippine Coconut Authority (PCA), and provided ready to eat food samples product by the Department of Science and Technology (DOST).

On the other hand, the Technical Education and Skills Development Authority (TESDA) conducts training needs assessment profiling and free haircut services, while the Department of Education (DEPED) provides schools supplies from kinder to grade-1 students. 

The Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) offered libreng tsenilas for school children, libreng gupit and feeding program as well as the Medical and Dental Services by the AFP.

Another services availed by the beneficiaries are the free legal consultations, notarization of documents, late registration and other documents by the Provincial Attorneys Office (PAO). 

The Land Transportation Office (LTO) also conducted information education campaign and student permit application while the Deapartment of Labor and Employment (DOLE) conducted a rigestration program for rural workers association and orientation of livelihood program and the Department of Environment and Natural Resources (DENR) conducted distribution of fruit bearing trees.

The Philippine Red Cross (PRC) conducted orientation on child protection policy for parents and group dynamics for children ages 5-12 years old. 

The private partners joined the program are the Sumiftu which they augmented three nurses and conducted information and education campaign and distributed ripe bananas to the beneficiaries, while the Davao del Norte Electric Cooperative (DANECO) conducted a free membership seminar, received electric bill payments and catered queries of their consumers.

The Oplan Pagbabago Tunol Serbisyo program of the province is another strategy in response to the Executive order no.70 issued by President Rodrigo Duterte for the whole of nation approach to deliver government services to the Geographically Isolated and Depressed Areas (GIDAS) in Comval. Taking Oath


Comval Gov. Uy and other elected government officials take oath


Compostela Valley Province--- ComVal Governor Jayvee Tyron L. Uy together with the newly elected government officials took their oath of office during the conduct of the oath-taking ceremony of elected government officials on June 30, 2019 at the Capitol Grounds, Provincial Capitol, Cabidianan, Nabunturan, Compostela Valley Province.

The oath-taking ceremony was officiated by Hon. Judge Cresenciana DC. Cruz of Regional Trial Court (RTC) 11, Branch 3 in Nabunturan and assisted by Hon. Judge Leah Garnett Solde – Annogui of the Municipal Circuit Trial Court (MCTC).




Second termer Congressman of District – II Hon. Ruwel Peter S. Gonzaga, and first termer Congressman Hon. Manuel E. Zamora of District-I of the province together with the new Vice Governor of the province Hon. Maricar S. Zamora also took their oath of office.


Governor Uy in his message said that his aspirations of a good life for all is embodied in his working platform- "the Bayanihan 4Ps Plus" where the Provincial Government will be divided into five clusters- the Planet or Environment Cluster, People or the Social Protection Cluster, the Prosperity or Economic Growth, Peace or the Peace and Security Cluster and Plus or the Good Governance Cluster.

 He further explain that "it will take a paradigm shift, from being office-focused in terms of programs and projects; the EO mandates the creation of convergence clusters, reminiscent of the bayanihan way we take pride as a province. The clusters will be the primary mechanism in attaining the development goals and thrusts we will set."



Attending the ceremony were the municipal mayors, vice mayors, councilors, barangay officials, heads of National Government Agencies, the men and women in uniform- from the AFP and PNP, friends from the business community, members of non-government and civil society organizations, family and friends of the government officials, and the workers of the provincial government.

 On the other hand, the newly elected board members of District – I, namely: Honorables Nena G. Atamosa, Adolfo C. Ang, Atty. Marie Jude Fuentes-Lopoz, Dr. Renato Basañes, and Joseph Jaoud. While the board members of District-II, are: Honorables Arturo T. Uy, Kristine Mae T. Caballero, Raul B. Caballero, Vivencia L. Secuya and Macario T. Humol who also took their oath of office during the celebration.



“Allow me to thank you for all your help in the last years. No words can perfectly describe how grateful I am... The next three years will be indeed difficult, considering the amount of task we have to fulfill. Brighter and better days are ahead of us. The future is for us to seize, it is for us to claim. PNP, PA: Comval remains "peaceful, normal"

 Nabunturan, Compostela Valley Province--- Comval Provincial Police Office (CVPPO) headed by P/SSupt Marvin Manuel Pepino bared Compostela Valley "remains relatively peaceful and normal despite the proclamation of Martial Law in Mindanao with crime situation in the area of responsibility manageable."   

The updates, along with the reports from other law enforcement agencies,  were given during the quarterly meeting of the Provincial Peace and Order Council (PPOC) chaired by Gov. Jayvee Tyron L. Uy on October 24, 2017 at the provincial capitol.

Between July-September 2017, PSupt Jay Dema-ala reported a 44.25% crime solution efficiency (CSE) which is the percentage of solved cases out of the total number of crime incidents handled by the law enforcement agencies.  The same record shows that there is a significant decrease in the crime volume of 226 compared to the 334 crimes committed on the same period last year.

The crime statistics further showed a decline in the average monthly crime rate (AMCR) of covering the same period which now stood at 9.89% from 14.47% in 2016.

Further, the CVPPO also bared efforts on its illegal drugs operations. Covering the period of January-October 23, 2017, the CVPPO conducted a total of 154 operations with 170 individuals arrested. Of these operations, a total of 28.63 grams of Shabu and 188.3 grams of Marijuana were confiscated. 

Demaala, however added that the next updates will be reported by the Philippine Drug Enforcement Agency (PDEA). This follows after a memorandum was signed by President Rodrigo Duterte on October 10, 2017 tasking the PDEA “as sole agency” to lead the war on drugs, specifically on the conduct of anti-illegal drugs campaign and operations.
“Of course, this will not cover those ‘in flagrante delicto’ or those caught in the very act of committing a misdeed,” he added.
Meanwhile, Col. Erwin Bernard Neri, the  new Commander of the 1001st Brigade based in Maco, Compostela Valley, assured the council of their continued peace-keeping efforts as he also expressed his gratitude for the support of everyone.

"I would like to  assure the members of this council  that the Armed Forces of the Philippines, through the Philippine Army, is doing its best to maintain peace and security...there are still some challenges...The security condition at this point of time is very manageable but again we still need your cooperation, your involvement, the cooperation of all other agencies just to secure the province against all forms of threat particularly the armed groups of CPP-NPA and the local terrorist groups," Neri said.

Gov. Uy, who recently delivered his 1st State of the Province Address last October 18, acknowledged the concept of peace as "elusive but possible through our collective efforts."

Stating the province's accomplishments in terms of peacekeeping efforts, he also recognized the importance of strong collaboration among different agencies and sectors.

"The multisectoral coordination among our people is the first step that has opened doors for sincere dialogues, strong collaboration, understanding and more progressive ways to involve the public in the deliberative efforts of the government especially in Peace and Order Programs," the governor said. (Fe F Maestre/ Info Division, Comval)
