Former Rebels Receive Goverment's Assistance

Compostela Valley province – Fifteen New People’s Army (NPA) rebels from various areas of the province go back to the folds of the law and receive cash and livelihood assistance from the national and provincial government of Comval.

The 15 rebel returnees were presented by Colonel Macairog Alberto, commander of the 1001st Infantry Pag-asa Brigade of the Philippine Army (PA) and the Department of Interior and Local Government (DILG) to Vice Governor Manuel E. Zamora representing Governor Arturo T. Uy during the Comprehensive Local Integration Program (CLIP) at the Social Hall, Capitol building on March 22.

Each of the rebel returnees received P5,000 as immediate cash assistance, food packs and other materials such as mosquito nets, blankets  and others, for their respective families.
The rebel returnees were also given temporary shelter by the provincial government, meals and other livelihood assistance through a “half way village” somewhere in Nabunturan.

Vice Governor Zamora urged the rebel returnees to completely abandon armed struggle and to become productive members of their respective communities and hoping that this will encourage others.

Provincial Director PSSUPT Albert Ignatius D. Ferro said Filipinos, whether from the government or rebel sides, have been fighting for years yet the armed confrontations have given nothing but the loss of precious lives to the country.

Tama na ang patayan at pag-aaway away sa kapwa natin Pilipino, sana yung mga kapatid natin na nasa bundok pa ay bumaba na para magkaisa na tayo dahil pangit tingnan na kapwa Pilipino ay nag papatayan,” Ferro said.

The rebel returnees will also undergo seminars and trainings as part of the evaluation of the Comval Support Units for their educational background. Such as on agricultural production, electrical and other skills and technical education under the CLIP program of the government.

The DILG said the technical education will help the returnees become productive when they are reintegrated to their respective communities.

Also attending the ceremony were Deputy Brigade Commander of the 1001st  Brigade Col. Gilbert Saret, Executive Officer Battalion Commander of the 46IB Major Crismond Mercado, Provincial Administrator Virgilia S. Allones, Provincial Social Welfare and Development (PSWD) Head Josephine Frasco and other members of the armed forces of the Philippines.

Going the extra mile for public service

New Bataan, Compostela Valley –   Sans a chopper or any convenient mode of transportation, Senior Board Member (BM) Tyron Uy choose to brave the long, bumpy and difficult road going to one of the far-flung barangays in New Bataan. Intermittently  hiking uphill and downhill for several hours then riding on a single motor, the young legislator wanted to personally experience and see for himself the needs and situation of the tribal villagers.

“I'm not an outdoor climber, not a seasoned backpacker and definitely not the bravest man in town but because of public service, there are some things that I am willing to risk for the benefit of my constituents...I chose what's in my heart and  be able to feel and experience the life of our people way beyond our comfort zones,” Uy said.

Manurigao, a predominantly Mandaya tribe, is 36 kilometres away from the main town Cabinuangan of New Bataan or about a 5-hour travel by single motorcycle. This only mode of transportation is also modified with its wheels wrapped in drive chains to help it have more traction on the sandy and gravelly road, it also has a motor trail.

Motor drivers are also a league of their own as they expertly traverse through winding and sometimes treacherous road with the fare ranging from P500-P1,000 each plus a P10/kilo  fee for the goods they bring with them.

Aside from the road condition, BM Uy, who heads the Committee on Health and Social Services, also took note of their health concerns.

“It is very hard for the people there who have health issues as they have to travel long distances. What’s more during emergency cases as they might not be able to get to the hospital quickly,”  he said. 

To date, initial road development plans were already put in place by the local government while work is in progress to answer the need on road access in the area. Meanwhile, after his trip to Manurigao and discussing the town’s issues and concerns,  the provincial government commits to conduct medical outreach on September or within the year through the Health Office (PHO).


Welcome sight

Arriving at past 2 in the afternoon of July 14, BM Uy, DepEd-Comval  Education Supervisor Ruben Reponte, and the rest of the team were met warmly by the townsfolk. Indeed, a welcome sight among the villagers who seldom meet and see visitors due to the remoteness of the place. 
“Di masukod ang among kalipay sa pag-abot nila labi na nga nagselebrar mi sa ika-9th Araw ng Manurigao tungod kay daghan ang misaksi sa among mabulukong selebrasyon,”  said Barangay Captain Marcos Lino.
  
Most especially, he took note of the time and effort exerted by BM Uy’s group just to be with his people and hear their concerns. In fact, the young legislator is the first provincial elected official who ever set foot on this quaint town.
BM Uy, who is also the Education and Information Technology chairman, also commented on the lack of a public high school in the barangay as an aftermath of Typhoon Pablo and, again, has already raised the concern to the Department of Education-Comval.

“We target to re-open (HS) on August this year creating an integrated school for elementary and high school in Manurigao,”  Reponte said. 

Cultural immersion and nature beckons

And yet despite the difficult road travel, one can’t help but be amazed by the lush greenery and wide mountain range of New Bataan.  It is a blissful respite as, along the way, they’re greeted with wild flora, fresh spring water and a picturesque view of nature’s bounty. The fresh air, already crisp and cold, at a height reaching more than 1,500 above sea level (ASL). 

And topping it all is the barangay’s pride---the Malumagpak falls. It is about a two-hour trek from Manurigao passing Sitios Tuwali and Biyangungan and has three cascading waterfalls. Each waterfall reaches so high that it will dwarf a person standing below it.

It was also an immersion for the group as they experience Mandaya’s culture and way of life. Their brand of hospitality showing as they tasted the locally produced wine “biya-is,” which is made of wild ginger they call “pangla” and food cooked in bamboo or “lyurot.”  All the while, they are entertained with the sweet, haunting music emanating from a flute-like instrument they call “Tuwali.

Mao ni ang ginapatugtug sa mga Mandaya kung gikapoy siya gikan sa trabaho, o sa kalaay...kung naa siya sa kaguul ug ingon man sa kalipay o kun naa siya’y gipahinungdan sama sa usa ka babaye,”  Teacher Shen, who is an elementary school teacher, explained.
All in all, it was an unforgettable and significant experience for BM Uy as he thanked the people of Manurigao and those who went with him including Councillor Geraldford Balbin and  the rest of the group.

Disaster Early Warning Device in Comval Province

ComVal bags Agri-Pinoy Rice Achievers Award

For vigorously implementing agricultural interventions for the production of rice in the province, Compostela Valley has been recognized once again by the Department of Agriculture (DA) as one of the Top 10 Most Outstanding Rice-Producing Province in the country.

ComVal Provincial Agriculturist’s Office (PAGRO) Chief Dr. Rolando Simene received the plaque of recognition and cash prize amounting PhP4 million on March 26 at the Newport Performing Arts Theater, Resorts World, Pasay City during the 2014 Agri-Pinoy Rice Achievers Awarding Ceremony.

The Agri-Pinoy Rice Achievers Award is DA’s program to recognize the provinces, municipalities, cities, and irrigators’ association, small water impounding associations, agriculture extension workers, and local farmer technicians who have done significant contributions for the expansion of rice production in the Philippines. Particularly, “it aims to encourage the participation of LGUs and other stakeholders in rice production and sustain their awareness, support, and commitment to attain rice self-sufficiency.

The Philippine rice industry data shows that in 2014, national production reaches to 18.97 million metric tons (MT) or 2.87% production growth which exceeds its 2013 record by 528,406 MT.

Meanwhile, Fishery Division Chief and PAGRO Planning Head Ronald Sibayan said ComVal has been recognized as one of the top leading rice producers in the country because of the province’s Rice Sufficiency Program and best practices in rice farming such as the Palay Check, Techno Demo, Farmer’s Field School, and the implementation of farm-to-market roads.

The plaque and check was turned over by Dr. Simene on March 30 to Executive Assistant Isabelo Melendres, SP Member Moran Takasan, and Provincial Treasurer Carmen Razul during the Regular Employees’ Convocation at the Capitol Lobby.

Compostela Valley Celebrates its 15th Year

COMPOSTELA VALLEY PROVINCE-----Opened with a Thanksgiving Mass celebrated by Bishop Wilfredo D. Manlapaz, the Comvalenyos are thankful that the province stands still despite of the experienced trials.

In her remarks during the Foundation Day Program, Congresswoman Maria Carmen Zamora pointed out that the significant event is a realization that indeed Comvalenyos draw strength from each other and moving on is not impossible having each other.
Governor Arturo T. Uy with a grateful heart expressed his deep appreciation to everybody, for through thick and thin, they are there in the province’s journey supporting each other.
An USWAG Gawad Kalinga Raffle Draw followed with exciting prizes for the lucky winners (a brand new 4x2 Pick-Up, Yamaha YBRs, Honda Scooters, Samsung Galaxy III Cellular Phones, and Samsung Tab units).
Announcing that the world is also celebrating today the Women’s Day, Governor Uy, Congresswoman Zamora, Congressman Rommel Amatong, and the Province Sports Consultant Tyrone Uy entertained the crowd with their talents in singing and dancing.
A game variety show was also conducted in the afternoon dubbed as “Gov Time, Big Time” actively participated by the Municipal and Barangay Officials of ComVal’s eleven municipalities.
Another highlight of the day’s celebration was the Memorandum of Agreement (MOA) Signing of rehabilitation projects and turn-over of checks as agriculture interventions of the Department of Agriculture (DA) in support to the Tindog ComVal Movement. 
These interventions include: assistance to Cacao Rehabilitation Program in partnership with Kennemer Foods, Inc. amounting to P13,125,000 in the form of seedlings, fertilizers, and cash for work training;   assistance to Coffee Rehabilitation Program worth P3,200,000 also in the form of seedlings, fertilizers, and cash for work training in partnership with Nestle Philippines;  P21,850,000 intervention for Banana Rehabilitation;  P3,000,000 worth of rubber seedlings for Laak;   P4,466,535 farm machineries & equipment for sustainable Rice Recovery Program;  P1.2 Million Farm Tractor for Corn Program;  P1.4 Million for the rehabilitation of Deep Well & Spring Development at Pasian, Monkayo and;  P1,518,307.09 Mini-Warehouse for Rice Program in Mawab.
These interventions from DA under the High Value Commercial Crops Development Program through the Office of Agriculture Secretary Proceso J. Alcala and Director Remelyn R. Recoter of DA-XI Field Unit totalled to P49,709,842.  (grace almedilla, ids-comval)

ComVal Suffers More...


COMPOSTELA VALLEY PROVINCE (Jan. 23)----- The rain has stopped but the Provincial, Municipal, and Barangay Disaster Risk Reduction Management Councils remain ready with their respective rescue teams and keep on watch for any sudden change of the weather condition.

There were family evacuees in the province as rains poured in since Friday evening (January 18).  Per flooding incident official report issued by the Provincial Disaster Risk Reduction and Management Council (PDRRMC) as of 8:00 a.m. of January 21, 2013, there were 2,143 families who vacated for safety to the identified evacuation centers.  As of 8:00 a.m. of January 22, the number of families became 441.  As the water subsides, those residents of flooded areas which are accessible already have started to go home.

Governor Arturo T. Uy being the Chairman of the PDRRM Council earlier issued an order for the suspension of classes in schools for the safety of the students and teachers considering the flood risks. But today, classes have resumed already.

PDRRM Officer Raul Villocino said that with the experienced weather disturbance, the people are advised to stay alert and abide to any issued public warnings and safety measures implemented by the local authorities.

Compostela Valley - Stands Up!

The Buddhist Compassion Relief Tzu Chi Foundation visits ComVal and conducts relief goods distribution and medical mission on January 5 in Compostela and January 6 in New Bataan.  Guiding them were Governor Arturo T. Uy and Congresswoman Maricar Zamora. The Foundation has four major Missions consist of Charity, Medicine, Education, and Humanity.  It is said that the founder, Dharma Master Cheng Yen is often referred as  “The Mother Teresa of Asia.”  (A. International Assistance to ComVal continues...

COMPOSTELA VALLEY PROVINCE----- Aside from the various local donors, foreign and international assistance keep coming in through the United Nations with agencies like World Food Program, United Nation’s Children’s Fund or UNICEF, World Health Organization, Office for the Coordination of Humanitarian Affairs, United Nations Population Fund, International Labor Organization, Food and Agriculture Organization, International Organization for Migration, among others.

These agencies extended support ranging from food and non-food, and even to the technical procedures and coordination management of the distribution of assistance.

Correspondingly, to fast track the province’s recovery from the destruction caused by the Typhoon Pablo in December 2012, Governor Arturo T. Uy has strengthen the coordination system by organizing a Provincial Coordinating Team which is parallel to the clustering system of the United Nations in facilitating for humanitarian response and recovery.

The provincial team is composed of different clusters like Food & Non-Food, Health & Psychosocial, Agriculture, Emergency Telecom, Information Management, WASH, Education, Early Recovery, Infrastructure/ Shelter, Logistics, Camp Coordination & Management, Protection, Nutrition, and Livelihood.

Each cluster shall facilitate in the provision of the needed assistance of the affected families and the necessary technical measures for the immediate recovery of the province. 

The move is part of the Rebuilding Program launched by Governor Uy on December 19 which is anchored on the battlecry, “Tindog ComVal, Walang Iwanan.”  (grace almedilla, ids-comval)

Tree Planting: Comval Shines at 14 - Going Green

Compostela Valley marks the second day of the 5th Bulawan festival with a synchronized tree planting activity with more then or less 500,000 seedlings planted province wide on March 6, 2012.
