Government services bring hope to Mandaya Tribe in far-flung Sitio Uduan

 

Davao de Oro Province--- “Naibot gyud ang mga tunok nga among gidala-dala nga mura nag tag upat ka dangaw” said Rubelyn Kilam, a 38 year-old housewife when asked how she felt when government services started to reach her remote village, wherein for years, she was hopeless as their community resides in the farthest spot of New Bataan.


Rubelyn is among the estimated 316 individuals who resides in Uduan, Manurigao of New Bataan. The said sitio holds 43 households with 63 families in total who relies mainly on farming corn, kamote, and abaca for living. With Manurigao identified as one of the Geographically Isolated and Disadvantaged Areas (GIDA) in the province, reaching the place is not an easy exploit.


With elevated grounds blessed with fertile soil and a good climate for crops, Uduan always has a good harvest. But way back then, they always have trouble exporting their local products in town due to the road situation. Even the residents before cannot easily access proper education, health-care services and other emergencies as the path to the capital deprives them. “Lisod kaayo ang dalan sauna, ang amung agi-an kanang mga gamot sa kahoy ug daghan pa gyud kaayog mga mananap. Masayang lang ang amuang mga produkto ug mahimomg walay bili. Usahay naay mga aksidente ug mangamatay nalang sa dalan tungod kay dili madali ug dala sa hospital.” said Rubelyn.


Now that the national and the provincial government of Davao de Oro continue to roll out its programs under the “Bayanihan 4Ps+” blueprint of governance headed by Governor Jayvee Tyron L. Uy, Sitio Uduan of Manurigao already have an easy access to the capital of New Bataan due to the continuing road infrastructure projects of the PLGU that targets the uplands.

Road infrastructures open a variety of opportunities and brings out the best qualities and potentials of a certain place. This opens an avenue towards progress in tourism, commerce and strengthen one of the golden pillars of the province, its agriculture. It also brings government services and programs closer to the people.

As one of the partners of PLGU-Davao de Oro in promoting sustainability and upholding lives of its constituents especially in GIDA areas, TESDA-Davao de Oro thru the Davao National Agricultural School and Regional Training Center will upskill a total of 135 Mandaya Scholars in Uduan Manurigao through various trainings that will help to them to acquire livelihood skills that fits their community. Being the lead agency of Poverty Reduction, Livelihood, and Employment Cluster (PRLEC), TESDA Secretary Isidro S. Lapeña, also visited Uduan, Manurigao last January 27, 2021 during the launch of the Capability Building cum PICO Hydro Power Project Groundbreaking. Together with Sec. Lapeña are heads of the National Government Agencies such as DSWD, DOST, DAR, DTI, DA, DOLE, DepEd, DENR, NCIP, LBP, AFP, PNP, NORDECO, Mayor Geraldford Balbin of New Bataan and Vice Governor Maricar Zamora who represented Governor Uy. The Department of Agriculture also donated corn seeds to the residents, while Vice Governor Maricar Zamora handed out hygiene kits.

“Nalipay mi nga niabot and programa dire sa TESDA ug sa gobyerno, kay wala gyud mi niasa nga maabtan mi ug serbisyo tungod sa kalayo sa amung lugar, imposible kaayo nga makita mi dire. Karun nagpasalamat mi nga nay training diri nga haum ug magamit namo sa amuang lugar.”said Rubelyn.

The daylight starts to unfold the greatness of Manurigao. Once a remote-area that has no access to government services now benefits and begins to develop the community. With the help of the provincial government in partnership with National Government Agencies, sooner, remote-areas will unleash their dormant treasures. (Jasteen P. DDO employees rendered Bayanihan services in Sitio Puting Bato

Davao de Oro --- The Provincial government of Davao de Oro through the Provincial Administrator’s Office - Information Division (PAO-ID) and Information Technology and Communication Development Division (PAO-ITCDD) rendered Bayanihan services in Sitio Puting Bato, Barangay Ngan, Compostela, Davao de Oro on February 21, 2020.

Among the services rendered are the school ground beautification and community-based feeding program.

Puting Bato in Ngan is one out of five beneficiary schools built in just 20 days through bayanihan way. It’s the farthest area in the province classified as Geographically isolated and Disadvantage area. The school is served as a path way in searching a quality and life-changing education to their upcoming future.

Michelle Ivory Mangco, Teacher 1 expressed her thanks and gratitude to the Provincial Government through the different projects and programs implemented to Sitio Puting Bato Elementary School. “It brings a great help when it comes to landscaping and school ground beautification,” she said.

She added that every Friday the children felt happy and excited as they perceived the sound of trucks coming to their school. A great gratitude also for being a role model and letting the children inspired as they continue in cultivating their golden future.

“This is definitely another major step towards a sustainable development and improvement not only in our province but also to our people,” Mangco added.

Pastora Myrna Mansige, shown her appreciation for the good governance towards the people such as providing materials needed in school beautification and expressed her gratitude for arming our children with good and quality education through Bayanihan Activity.

“Even if we’re in a far-flung area, the local government is still here to uplift and valued us by fulfilling our necessary needs” she added.

Comval holds another "Oplan Pagbabago Tunol Serbisyo"

The province of Compostela Valley under Governor Jayvee Tyron L. UY holds another  "Oplan Pagbabago Tunol Serbisyo" program in the far-flung and conflict affected areas at Purok 4, Barangay Rizal, Monkayo Comval on July 12, 2019.

More than 500 beneficiaries of the said Barangay availed of the different types of government services offered by the different participating National Agencies, private stakeholders and the Provincial and Municipal Government.



The programs and services offered are the distribution of fingerlings by the Bureau of Fisheries and Aquatic Resources (BFAR), consultation and support program for crop insurance by the Department of Agrarian Reform (DAR), turnover of SLPA PAMANA project amounting to Php 300,000.00, facilitate and addressed queries relative to Pantawid Pamilya Program, and information dissemination of DSWDs AICs by the Department of Social Welfare and Development (DSWD).



The Department of Agriculture (DA) also turns over 1 unit rice harvester, as well as the conduct of  information dissemination and mobile registration of the Philippine Statistics Authority (PSA), information education campaign for integrated pest management and master listing of farmers by the Philippine Coconut Authority (PCA), and provided ready to eat food samples product by the Department of Science and Technology (DOST).

On the other hand, the Technical Education and Skills Development Authority (TESDA) conducts training needs assessment profiling and free haircut services, while the Department of Education (DEPED) provides schools supplies from kinder to grade-1 students. 

The Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) offered libreng tsenilas for school children, libreng gupit and feeding program as well as the Medical and Dental Services by the AFP.

Another services availed by the beneficiaries are the free legal consultations, notarization of documents, late registration and other documents by the Provincial Attorneys Office (PAO). 

The Land Transportation Office (LTO) also conducted information education campaign and student permit application while the Deapartment of Labor and Employment (DOLE) conducted a rigestration program for rural workers association and orientation of livelihood program and the Department of Environment and Natural Resources (DENR) conducted distribution of fruit bearing trees.

The Philippine Red Cross (PRC) conducted orientation on child protection policy for parents and group dynamics for children ages 5-12 years old. 

The private partners joined the program are the Sumiftu which they augmented three nurses and conducted information and education campaign and distributed ripe bananas to the beneficiaries, while the Davao del Norte Electric Cooperative (DANECO) conducted a free membership seminar, received electric bill payments and catered queries of their consumers.

The Oplan Pagbabago Tunol Serbisyo program of the province is another strategy in response to the Executive order no.70 issued by President Rodrigo Duterte for the whole of nation approach to deliver government services to the Geographically Isolated and Depressed Areas (GIDAS) in Comval.
