Davao, Caraga infra damage tops P1B after floods, landslides

MANILA, Philippines — Damage to infrastructure due to floods and landslides triggered by heavy rainfall in Davao and Caraga regions has reached more than P1 billion, the National Disaster Risk Reduction and Management Council (NDRRMC) reported Monday. 

The floods and landslides impacted 216 facilities, bringing the cost of infrastructure damage to P1.19 billion.

An additional 1,762 houses were also reported damaged by the NDRRMC.

Agricultural damage in Davao and Caraga, meanwhile, was estimated at P558.25 million. Around 19,000 farmers and fishers in those two regions were affected. 

According to the disaster agency, over 1.56 million people from Mindanao were impacted by the floods and landslides. Of the figure, 210,740 were displaced from their homes.

NDRRMC reported that the death toll has risen to 98. It also said that 35 people were injured, while eight were missing.

However, a separate count by the provincial government of Davao de Oro showed that 98 dead bodies were recovered following a massive landslide in Brgy. Masara, a gold-mining village in Maco town. Eight individuals remained missing.

Last week, the Philippine Movement for Climate Justice called on the government to declare a state of climate emergency in Mindanao as floods, landslides and drought affect communities in the country’s south.

DOH-Davao monitors diseases brought by El Niño

THE Department of Health-Davao Region (DOH-Davao) warns people of possible diseases during El Niño season.


After the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) announced that the El Niño phenomenon will hit the country around the months of July to September, DOH-Davao notified the public of the emergence of diseases due to the sudden change in the weather.


Some of the diseases that DOH-Davao is expecting are diarrhea, skin infections due to lack of supply of water; food poisoning, difficulty in breathing, vomiting because of the consumption of fish affected by the red tide; diseases that are usually caused by the high temperature such as exhaustion, heat cramp or even heat stroke.


Aside from these types of illnesses, cholera, typhoid fever, and even vector-borne diseases like dengue and malaria are also expected during this season.


To combat these emerging diseases, DOH-Davao released some tips and guidelines that Filipinos should do to remain healthy especially, with the intense heat that we will be experiencing.


One is to ensure that the source of the water supply is clean. Two, conserve and use water properly. Three, do not forget to drink enough water and stay well-hydrated. Four, do not stay under the sun for too long, use sunblock or sunscreen if it is unavoidable to leave the house. Five, wear clothes that have thin or comfortable fabrics. Six, avoid outdoor activities during peak hours of the sun.


DOH-Davao is keeping a close eye on all emerging diseases, primarily water-borne diseases, and has issued an advisory to healthcare facilities, hospitals, and local government units in case there will be a shortage of water supply.


“We are continuously monitoring on a weekly basis and even on an event once na ma-detect na may ano, hala ba’t biglang dumami ito so nire-report kaagad yan ng mga health facilities sa Department of Health through the province and through the City Health Office (We are continuously monitoring every week and even on an event once we detect that there is a sudden increase in the number of reported diseases by the health facilities and the City Health Office), ” DOH-Davao Assistant Regional Director Gerna M. Manatad said.


El Niño is a weather phenomenon that is characterized by the unusually warmer than average sea surface temperature which is characterized by the limited amount of rain, which can cause negative effects such as drought and increased illness related to heat. (RGP)

BOI holds regional cold chain roadshows in Cebu, Davao, and Pampanga

Aiming to grow investments in cold chain to increase warehousing capacity in the

Philippines, BOI holds regional cold chain roadshows in Cebu, Davao, and

Pampanga.


In an aim to grow investments in the country’s cold chain industry that is seen to eventually

increase the cold chain warehousing capacity nationally, the Philippine Board of

Investments (BOI) is holding a series of Supra-Regional Cold Chain Industry Roadshows

initially in three major regions of the country from October to November 2022 and the rest of

the other regions next year.


Described as inclusive, stakeholder-driven, and market-oriented, the Philippine Cold Chain

Industry Roadmap eyes to increase local cold chain warehousing capacity by 50,000 pallet

positions each year in the short term by generating investments in the industry and address

the increasing demand, particularly in the agribusiness sector.


The first leg was held in Mandaue City in Cebu on October 12. The subsequent roadshows

will be held in Davao City on October 25, and Clark in Pampanga on November 9.

The Cebu-round covered those coming from Regions 6 (Western Visayas), 7 (Central

Visayas), and 8 (Eastern Visayas). The Pampanga-round, meanwhile, will cover

participating firms from Regions 1 (Ilocos Region), 2 (Cagayan Valley Region), 3 (Central

Luzon Region), and Cordillera Administrative Region (CAR) . On the other hand, the Davao

roadshow will include Region 10 (Northern Mindanao), 11 (Davao Region), and 12 or South

Cotabato, Cotabato, Sultan Kudarat, Sarangani, and General Santos City

(SOCCSKSARGEN region).


During the roadshows, the National Economic Development Authority (NEDA) will provide

the regional economic situation, the Department of Agriculture (DA) will present the

Agriculture and Fisheries Performance and Cold Chain services needs while Land Bank of

the Philippines and Development Bank of the Philippines will present financing

opportunities. Also, initiatives of the United Nations Industrial Development Organization

(UNIDO) through its Food Cold Chain (FCC) Project specifically the Cold Chain Innovation

Hub will be discussed.


A significant part of each roadshow is the one-on-one consultation between the prospective

investors and the BOI, DA, UNIDO, LBP, and DBP.


The roadshows are BOI’s platform to inform prospective investors on the recent

legislative/policy developments such as the Corporate Recovery and Tax Incentives for

Enterprises (CREATE) Act and the Strategic Investment Priority Plan (SIPP) and

amendment of the Public Service Act (PSA) that liberalized foreign equity participation in

cold storage warehousing activities.


Significantly, the development of the country’s cold chain industry will lead to reduced post-

harvest losses, longer shelf life of food, a deeper linkage of the production and

manufacturing sectors, and deeper integration with the domestic and global value chains.

Moreover, the roadshows will not only result in leads in generation for the cold chain but will

also be critical in meeting the BOI’s target to generate new cold chain capacity to serve

particularly the agribusiness sector.

The BOI is focused on the development of the country’s cold chain industry. Last February,

the BOI, the Environmental Management Bureau (EMB), and InsightSCS Corp. signed a

Memorandum of Understanding (MOU) to develop a cold chain integrated supply chain

solution in the Philippines – the “Development of a Cold Chain Integrated Supply Chain

Solution for Evidence-based Policy Making and Investment Programming.” The said

partnership aims to utilize data analytics to identify best locations for prospective cold chain

projects and digitally onboard cold chain operators through the DELIVER-E 2.0 platform.

German Film Week October 20-24 in Davao City

A carefully selected lineup of contemporary German Cinema, many of which are already receiving numerous awards in international film festivals, highlighted the 2017 German Film Week beginning September 27 at the SM Supermalls.
Organized by the Goethe-Institut Philippinen in partnership with SM Retail, SM Lifestyle Entertainment Inc., SM Cinema and with support of Film Development Council of the Philippines, the German Film Week offered a diverse selection of films for audiences, with the goal of promoting German language and Culture.
“We are truly excited to unveil this year’s film and new voices to Philippine audiences,” said Goethe-Institut Philippinen Director and Head of Cultural Programs Dr. Ulrich Nowak. “Whether mainstream, romantic comedies, or micro-budget indies, we made sure our festival attendees will be entertained and pleased.”
The German Film Week opening night recently took place at the SM Mall of Asia Cinema 4 with German filmmaker Markus Goller as its special guest.  Goller, who is the director of My Brother Simple/Simpel, which opens this year’s festivities, had a Q and A session after the film’s screening.  The succeeding film screenings ran from September 28 to October 5 at cinemas at the SM Mall of Asia and SM City North EDSA for Metro Manila.
Aside from the Manila leg, the German Film Week will move on to other Philippine locations: at SM City Clark from October 8 to 12; SM City Cebu from October 14 to 18; and SM City Davao from October 20-24.
The festival will screen 12 films that tackles issues of family, romance, journey, society, terrorism, German history and more.
The opening film My Brother Simple/Simpel directed by Markus Goller, a film based on French bestseller about two brothers – one mentally handicapped – who try to find their long-lost father. Other family related films include Toni Erdmann directed by Maren Ade follows the story of Winfried and his career woman daughter Ines; and Daniel Levy’s The World of Wunderlichs about a single mother accompanied by her family on her casting journey.
There are also films about modern romance. Karoline Herfurth’s You’ve Got a Message/SMS für Dich is about love in the digital age; while The Bloom of Yesterday/Die Blumen von gestern by Director Chris Kraus is a love story set in the world of academic discipline. Return to Montauk directed by Volker Schlöndorff relives a great but failed love affair.
The German Film Week also brings us to the world of punk rocker Fussel as he struggles between therapy and real life in Happy Burnout; and Marija, a young woman who fights to live a freer, self-determined life. On the other hand, Mark Rothemond’s My Blind Date with Life, on the other hand shows how Saliya Kahawatte loses his  eyesight, yet succeeds in his career.
There are also films that we can say are ripped from the world headlines. Robert Thalheim’s Old Agent Men/Kundschafter des Friedens is about how Jochen Falk and two further former Stasi agents embark on a dangerous mission to rescue the kidnapped president of Katschekistan; while Welcome to Germany/ Willkommen bei den Hartmanns tells the story of Diallo, a Nigerian asylum seeker who is taken in by a family in a posh district of Munich.
German Film Week also presents the screening of Captive directed by acclaimed Filipino filmmaker Brillante Mendoza. Captive will be screened during the week-long festival in SM Mall of Asia and SM City North EDSA. Captive was screened in competition during the prestigious 62nd Berlin International Film festival, the prestigious Berlinale.  This will be followed by a film appreciation video.
“The Brillante Mendoza screening is an addition to this year’s program,” said Dr. Nowak. “Our goal at the institute has always been to promote cultural exchange between Germany and the countries we support. And this is one way to achieve that goal—to share German features and highlight Filipino creativity.”
Tickets to the 2017 German Film Week are priced at P100 for all German films and P200 for Director Brillante Mendoza’s film. The opening screening on September 27 was free and open to all on a first-come-first-served basis.
