Duterte-Cayetano excites Vigan,
Vows to end disorder by addressing high prices and low wages
The tandem of presidential candidate Davao City Mayor Rodrigo “Rody” Duterte and his running mate, Senate Majority Leader Alan Peter Cayetano, today went to Vigan City, Ilocos Sur as part of their"Ronda Serye" listening tour.
The duo talked to ordinary citizens, particularly food vendors in Plaza Burgos, Vigan. The vendors cited high prices and the lack of meaningful livelihood programs as some of the issues that add to the disorder and misery in their daily lives.
As a response, Duterte and Cayetano pushed for the creation of a Department of Culture and National Heritage, which will be responsible for the promotion and preservation of historical and heritage sites. The tandem explained that the department will help spur region-specific tourism in different provinces and create employment and other livelihood opportunities for ordinary people. "This is in line with our call for federalism. Through this, we will hit two birds with one stone. We will promote our tourism industry in the regions and end the country's disorder by addressing the livelihood needs of the people," Cayetano said. Cayetano explained that food vendors can double as tourist/history guides. He said that this will add to their daily earnings and improve their purchasing power amid the fluctuating prices of goods and services. The senator also cited his Presyo, Trabaho, Kita (PTK) program as another measure, which can give citizens ample opportunities to address problems on high prices of goods, lack of jobs, and low income. In Ilocos, 2,155 people from different sectors have benefitted from Cayetano's PTK program by providing easy access to capital with a flexible system of loan payment. "People need leaders with a clear vision, political will and strength of character to provide bold solutions to the people's daily woes like high prices and low wages. This is what Mayor Duterte and I offer in this election," he concluded. # |

Duterte Camp Denies Hand in "Barring" Poe Rally in Davao City
Inquirer Mindanao
By: Nico Alconaba
DAVAO CITY – For the camp of presidential aspirant and city mayor Rodrigo Duterte, political rival Grace Poe and her running mate Chiz Escudero have nothing to blame but their organizers for failing to secure a rally permit here.
Peter Laviña said the allegation that the senators’ camp was barred from conducting a rally in Davao City was “simply baseless if not ridiculous.”
“Their organizers are lazy. They did not do their job. That’s not our fault or the city government of Davao’s fault,” Laviña said in a statement.
He said groups conducting rallies in Davao City’s public parks are required to pay only P150 for use of electricity. They are also required to coordinate with the Traffic Management Center and the Central 911 for standby emergency unit. The processing of permits is usually completed within a day.
“We learned that there was an application, but this application was not pursued. Hindi na bumalik ang nag-file. Tamad, napagod siguro o naghahanap ng rason. Kaninong kasalanan yan?” Laviña pointed out.
(We learned that there was an application, but this application was not pursued. The one who filed the application did not come back for it. Lazy, perhaps they got tired and looked for reasons [not to return]. Whose fault was that?)
He said it is not the nature and character of Duterte–or of Davao City for that matter–to curtail the freedom of groups and people to use public spaces.
“Davao City is known for its respect and tolerance to groups and people who want to exercise their freedom and use public spaces to protest and express grievances or political views or religious beliefs peacefully,” he said.
“It is unfortunate that the senator’s camp is twisting the facts, making it appear like a permit was not granted because of politics,” Laviña added. CDG

Duterte/Cayetano: The Spirit of Edsa
25 February 2016
The spirit of Edsa lives on in our fight to end the country's disorder
(Joint statement of Davao City Mayor Rodrigo "Rody" Duterte and Senate Majority leader Alan Peter Cayetano)
It has been 30 years since the 1986 People Power Revolution, and today, as we commemorate the momentous restoration of Philippine democracy, we are also reminded of what it was that the Filipino people had fought and died for.
The EDSA Revolution was not a battle between two political families. Rather, it was the battle between a dictatorship mired in corruption and abuse and the Filipino people’s aching desire to restore democracy, order, and the rule of law. The spirit of EDSA lives on, embodied not just by one person, nor a handful of political families. The spirit of EDSA lives on today in each of us, and it binds us together as the Filipino nation.
Certainly, the spirit of EDSA lives on in each of us, but so do the problems that EDSA had sought to end. Crime, illegal drug trafficking and corruption are some of the social ills that contribute to the people's daily woes. This is precisely why we wage a war against disorder and suffering. In this war, we must remember the lessons of EDSA. It is not enough to elect a competent government. We must ensure the government we elect doesn't become corrupt and abusive. The leaders we choose to govern us must be leaders who are truly democratic and would stand up against any and all forms of oppression, abuse, and neglect. As a people, we must exercise vigilance to protect the freedom that we have won many years ago.
Today’s youth, particularly the millennials, enjoy civil and political rights and the freedom to be part of nation-building that was taken away from the youth 30 years ago. 30 years ago, the youth endured a difficult struggle to overthrow an oppressive government, so that succeeding generations would not suffer the same fate under the hands of a dictator. We implore all young Filipinos to remember one single truth: The youth in the ‘70s and ‘80s made a tremendous sacrifice, so that the youth today will be free.
As we celebrate three decades of our freedom, let us not forget the main message of the People Power Revolution: Real Change. The battle that culminated in EDSA in 1986 was only the beginning of our fight for a better nation.
With bold solutions and swift action, the Filipino nation will achieve a level of order and development that ensures not only the welfare of this generation, but of the future generations of the Filipino people. #

Duterte Threatens to Boycott CDO Debate if Local Media will be Barred

MANILA, Philippines - Davao City mayor and PDP-Laban standard-bearer Rodrigo Duterte on Monday threated to boycott the Cagayan de Oro City debate scheduled by the Commission on Elections (Comelec) on February 21 if local media will be barred from covering it.
“I will not go there also. Pagka ganun (If it’s like that) you limit the (press coverage). Why?” he said.
Duterte told reporters after his appearance at the thanksgiving prayer of his close friend Apollo Quiboloy, founder and leader of Kingdom of Jesus Christ (The Name Above Every Name) church in Davao late Sunday evening.
Duterte, however, added that he would further discuss the possible boycott with PDP-Laban president Sen. Aquilino ‘Koko’ Pimentel III.
According to a statement sent by Duterte's camp, the Cagayan de Oro Press Club earlier said it would boycott the Comelec debate after the poll body limited the participation of the local press in the coverage of it.
“There have been many instances in the past when Manila-based media organizations have condescended on the provincial press. The Presidential Debate in the city is no (exception),” the Cagayan de Oro Press Club said in a statement issued Sunday evening. The statement was relayed by Duterte's camp.

The debate is sponsored by media giants GMA-7, Kapisanan ng mga Brodkaster ng Pilipinas and Philippine Daily Inquirer.
Duterte – who is advocating the passage of the Freedom of Information Bill - said local media should be given equal treatment and be spared from discrimination.
“Kaya nga ako tumatakbong president because I want people from the provinces to be given equal treatment. Kaya ako ay for federalism,” Duterte said.
Duterte and his runningmate Sen. Alan Peter Cayetano spent the weekend in Davao City to cap their first week of election campaign sorties.
After the Cagayan de Oro debate, the Comelec will also conduct similar debates for the presidential candidates in Cebu on March 20 for the Visayas region and in Manila for Luzon on April 24.
Duterte had earlier declined to participate in any debate while the disqualification cases against him were still pending before the Comelec. He later expressed willingness to attend debates after the poll body dismissed all four disqualification petitions lodged against him.

Ending Disorder in Filipinos' Lives
Office of the Senate Majority Leader
Alan Peter S. Cayetano
Rm. 603 GSIS Complex Senate of the Philippines Roxas Blvd Pasay City
PRESS RELEASE
28 January 2016
Cayetano says ending disorder in Filipinos' lives his top priority
"Bringing back order and security."
This is the top priority of the next government in the eyes of vice presidential bet and Senate Majority leader Alan Peter Cayetano.
Disorder, lack of security
In a two-hour radio interview on Wednesday, Cayetano said that there is so much disorder and lack of security in the country today.
"People wake up telling themselves, 'napakagulo naman ng buhay.' Crime, drugs and corruption. It's a constant perturbation of the mind. Sobra na ang gulo at hirap na dinaranas ng tao," Cayetano said.
Cayetano explained that this is what he and his running mate presidential hopeful Davao City Mayor Rodrigo "Rody" Duterte want to address in their first year of government if elected in the coming May polls.
"Mayor Duterte and I both believe we need a strong developmental state to promote real inclusive growth through regional development. But we need to build first the suitable condition by cracking down on crime, drugs and government corruption," Cayetano stressed.
To do this, Cayetano said they will strengthen and capacitate the country's security forces. The senator vowed to cleanse the ranks of the police and military of the corrupt, provide better salaries and incentives for law enforcers, and modernize their anti-crime and anti-narcotics infrastructure.
"One vision, 18 regional strategies for development"
The senator also pushed for a “one national vision, 18 regional strategies” approach for the country to achieve inclusive growth. He and Mayor Duterte see federalism as the unifying framework to achieve this.
Taguig as model of quality health care
On the issue of health care, Cayetano said he will implement the same services that Taguig City offers its senior citizens, which include the delivery of medicines straight to their houses. The senator explained that government should respond to the needs of the poor, especially the elderly.
"Hindi na pumipila ang senior citizens na mahihirap sa health center, idinedeliver na sa kanilang mga bahay ang serbisyo. Hindi sila ang may utang na loob, ikaw ang may utang na loob, so gobyerno ang lumalapit," he said.
Cayetano said that to restore order and a strong sense of security among the people, what's needed are bold solutions and swift action that will bring about real change. "Hindi na uubra ang pwede na o papatak patak na pagbabago. Sa amin ni Mayor Duterte, makakaasa ang lahat ng tunay at tuloy-tuloy na pagbabago."
