Davao City government is eyeing the implementation of a stricter muffler regulation ordinance by June

 Reynan del Campo

May be an image of scooter, motorcycle and text that says 'Phot:RobinsonNinal] Niñal, Robinson CITY AIAVATRA TRA LANTAW A BA! LANTAWA DAVAO CITY TO IMPLEMENT STRICT MUFFLER ORDINANCE BY JUNE, SETTING CLEAR NOISE LIMITS AND PENALTIES |LANTAW N NI BA!'
LOOK: The Davao City government is eyeing the implementation of a stricter muffler regulation ordinance by June, aiming to balance motorists’ preferences with public safety and noise control.
The measure, pushed for second reading at the City Council, allows the use of modified or aftermarket mufflers, provided they comply with Land Transportation Office (LTO) standards, particularly the maximum noise limit of 99 decibels.
However, illegal mufflers such as “kalkal,” “bora-bora,” open pipe, drag pipe, and other non-compliant modifications remain prohibited.
Under the proposed penalties, violators face a ₱2,500 fine for motorcycles on the first offense, along with confiscation of the muffler and vehicle impoundment until compliance. Other motor vehicles face a higher ₱5,000 fine for the first offense. Establishments or shops may be fined ₱5,000 and risk revocation of business permits or legal action if operating without permits.
The ordinance covers not only motorcycles and scooters but also tricycles, passenger cars, public utility vehicles such as jeepneys, taxis, UV Express, buses, and even light and heavy trucks operating in the city.
City officials said the measure was refined following public consultations, where riders and concerned citizens expressed support for clearer, fairer guidelines in regulating modified mufflers.
The ordinance, approved in March, is now awaiting the mayor’s signature, with authorities set to procure decibel meters to ensure proper and consistent enforcement.

Filipino girl group 4th Impact rebrands as 4Sisters

Jan Milo Severo - Philstar.com

MANILA, Philippines — Girl group 4th Impact renamed themselves as 4Sisters.

The quartet reintroduced its new identity via social media posts.

"Our laughter, our fights, our dramas, our dreams. We want to go back to where it all began. Four sisters who simply love to sing, and to create beautiful music together," the group said.

"Yes, no expectations, no pressure. We're just gonna move on for our family, and just pure love for music," they added.

4Sisters shared that they aim to show their true, authentic selves — individuals who are continuously growing, healing, and learning along the way.

"Because this journey is not about being perfect. It's about being real. As we sing songs that matter to us and create music, that better show who we really are. Now, as 4Sisters," they said.

The group added in their caption that they have gone by many names over the years, each one representing a different chapter in their journey.

"But beyond all of that, we've always just been sisters. This is more than a rebrand. This is us finally showing our real lives beyond the stage," 4Sisters said.

They also expressed their gratitude to their fans, the Dreamers, for standing by them throughout the years.

"And to those just discovering us, welcome — we hope you take this moment to get to know us, not just as performers, but as sisters," the group said.

Composed of sisters Almira, Irene, Mylene and Celina Cercado, the group competed in "The X Factor UK" Season 12 where they finished in fifth place.

This event, led by its hardworking chairperson, Nel Talavera, is not just about handing out trophies; it’s about honoring people who have used media as a platform to inspire, inform, and uplift. In a world flooded with content, it’s refreshing to celebrate those who still choose purpose over popularity, and substance over noise.
Personally, I always believe that media is more than just exposure—it’s a responsibility. Every story we tell, every performance we give, has the power to touch lives. And that’s exactly what this awards night is all about: recognizing those who continue to use their voice for something bigger than themselves. Here are the awardees for Excellence in Mass Media and Performing Arts:
